With the deepening of the implementation of the country's supply-side structural reforms, steel companies have overcapacity and homogeneous competition has intensified. In terms of steel order management, customers have become increasingly demanding of their timeliness. As a major project of the National "Eleventh Five-Year Plan" for science and technology support,JT Company has a large investment in steel projects and is in a leading position in hardware such as equipment, technology, and technology.Considering the increase in production capacity and customer demand diversification caused by the second phase of JT Corporation As the situation emerges, the contradiction between production plan management that reduces costs and increases production effectiveness through mass production and mismatches with customer needs is growing.Production plan management has become a bottleneck that affects steel companies to reduce costs and order delivery, and urgently needs to be optimized through improvement. In the field of plan management, the theory of combining MRPII and JIT has been proposed by domestic and foreign experts, and has been continuously improved and developed through the implementation of many small batch and multi-variety discrete production enterprises, and has achieved good results. As a strategic product of the company,JT's tinned products play an important role in the company's economic performance. Its plan cash rate and inventory turnover rate directly affect the achievement of the company's efficiency goals. Therefore, this thesis is to take the tinned products of JT Company as a breakthrough, and study how to manage the plan more effectively based on the concept of just-in-time(JIT)to achieve the purpose of improving order redemption rate and inventory turnover rate. This article is to first introduce the preparation and implementation status of the production plan for tinned products of JT Company. It analyzes the company's existing production plan organization mode and implementation control process in detail, and proposes that the plan management currently exists with large deviations in execution and emergency response. The system has slow response, poor information feedback, and lack of data management. Then,in response to these existing problems,an improvement plan is proposed using a push-pull planning model combining MRPII and JIT.Based on the adjustment of the organization's authority and responsibility,it defines the duties and deadlines, regulates order management and demand forecasting, and applies constraints.Measures such as theoretically optimizing the preparation of material requirements plans, and improving the implementation of on-site process plans based on JIT,etc.,have completed the construction of a push-pull plan management model. Finally, taking the high-end varieties of DR products of tin-plated products as an example, the ideas and processes of planning management improvement were explained, and based on the improvement of working mechanisms, information system support, and system amendments, the project management method was used in the JT company. The improvement plan was successfully implemented within the scope, and good results were achieved in improving the plan cash rate and inventory turnover rate. The research in this paper proves that the push-pull planning model combining MRPII and JIT can be applied to large continuous manufacturing enterprises such as the steel industry. At the same time,by applying push-pull plan management to improve the implementation, the current problems of JT's plan management have been resolved. The successful implementation of this push-pull plan management model at JT has also provided reference for other business plan management optimization.
