As the production scale and comprehensive operation benefit in the metallurgic enterprises increases rapidly, also with people’s gradual realization of human living environment, the energy-saving and emission-reducing policy of the nation has been confirmed and enhanced. Therefore, if the modern large-scale metallurgic enterprises are to survive and develop, it is necessary for them to all-roundly improve the working environment, strictly control the emission and realize standard emission level, and fully implement the sustainable development strategy.Wet dusting technology was applied in the BOF steelmaking process before. Wet dusting system has large resistance and power consumption. In the later90s of the last century, Baoshan Steel applied the advanced dry dusting technology(DDS), which is quite water and power saving, also can recover more gas and has high dusting efficiency. However, the systematic design was not modified, some technology was not sophisticated enough, and practice was still needed to test its performance, yet there still exist certain risk and great amount of work should be done in its maintenance. Therefore, the DDS technology has not been widely applied in the domestic metallurgic industry.In this circumstance, in order to protect the environment and improve the energy using efficiency and technique economic index, promote the advanced BOF DDS technology of environment-protecting and energy-saving, through thorough observation and communication, we combined the experience of the other domestic plants and the requirement of the Valin Ly Steel’s210t BOF project, in accordance with the project management conception that based on the VAI technology and WISDRI transformed design, carry out the project construction management in terms of design, technology communication, design audit, equipment biding, equipment manufacturing, civil construction, personnel training, equipment erection, commissioning and hot start-up. During the process, we conquered the difficulties that civil progress legs behind, inadequate project experience and working space, finally, we fully realized the goals of working period, quality, safety and investment. The production of the recent year has shown that the DDS system in210t BOF plant has reached or even exceeded design targets in technology application, equipment operation, environmental protection and major technical indicators, which won great approvals by users and designers, and drew high attention in domestic counterparts.It shows that the DDS project in210t BOF of Valin LY Steel is an important project in implementing the national development of recycling economy, energy-saving and emission-reduction, and also in meeting the demands of the increasing development of modern iron and steel metallurgy enterprises to the environmental protection and energy efficiency, the DDS project management implemented by210t BOF has well settled the conflicts among the key technology transfer and independent innovation support, and general project contract with the goal control of the project, and it has made a bold exploration and successful practice for the same type in metallurgical construction project management, the more commendable in-depth study has been made based on a large number raw materials of project management combined with the characteristics of DDS projects in210t BOF and large metallurgical construction projects, these findings will be significantly indispensable guidance and source of reference for the same type of project management.
