Research On The Optimization Of Civil Servant's Routine Evaluation System Of Coal Mine Safety Supervision System

Since the Eighteenth National Congress of the Communist Party of China,General Secretary Xi Jinping has repeatedly pointed out that “the focus of assessment and selection of cadres should be in ordinary times”,which emphasizes the importance and necessity of carrying out ordinary times assessments of civil servants.The newly revised Civil Service Law officially implemented in December 2018 clarified that “the assessment of civil servants is divided into ordinary times assessment,specialized assessment and regular assessment.Regular assessment is based on ordinary times assessment and specialized assessment." The Organization Department of the Communist Party of China Central Committee formulated in August 2019 and issued the Civil Servant Assessment Measures(Trial)in November 2019.The principles,assessment basis,assessment procedures,application of results and other aspects that are adhered to in usual assessments were specifically clarified by "Civil Servant Assessment Measures(Trial)".The national coal mine safety supervision system implements the vertical management of the central government.Most civil servants in the system have to travel frequently to the coal mine production line to monitor law enforcement.At present,the provincial bureaus have achieved certain results in implementing the usual assessment system in accordance with the localized management principle and referring to the local usual assessment documents.However,there is still room for optimization due to the particularity of the work of civil servants in the coal mine safety supervision system.By using the methods of literature analysis,questionnaire survey,case analysis and so on,through studying the civil servant's usual assessment system of Guizhou Coal Mine Safety Supervision Bureau,this paper puts forward improvement measures aiming at the existing problems,gives full play to the guiding and stimulating role of ordinary times assessment,improves the overall work efficiency of civil servants,and provides practical basis for the civil servant's ordinary times assessment of coal mine safety supervision system.
