As the main basic energy source in China,coal resources occupy a high proportion of the energy structure in terms of energy production and energy consumption.Coal resources bring benefits to the people and society,the mining process has also caused a series of major problems that endanger the safety of people and property.In order to effectively solve the existing problems of coal mine safety,so that the coal mine safety can be fully guaranteed,the whole process supervision of coal mine safety is becoming more and more important.In this regard,the governments at all levels in China attach great importance to the work of coal production safety,and have made important instructions to the work of coal production safety for many times,especially stressed the need to strengthen the supervision of coal mine production safety.To clarify the relationship between the relevant stakeholders of coal mine safety supervision and clarifying the mechanism and effect that affect the performance of coal mine safety supervision are the prerequisites for effectively improving the performance of coal mine safety supervision.Based on the evolutionary game theory,this paper constructs a game model of relevant stakeholders in the process of coal mine safety supervision,explains the behavioral decision-making situation of the main body in the supervision process,and uses MATLAB software to numerically simulate the corresponding evolutionary game model.Then,based on the existing relevant research and the actual situation of coal mine safety supervision,the research variables and corresponding measurement indicators are determined,and the theoretical hypothesis model of influencing factors of coal mine safety supervision performance is constructed based on Stakeholder Theory and government regulation theory.The questionnaire is formed by developing and modifying the initial scale,and the survey objects are selected to distribute the questionnaire and sample data are collected,and the structural equation model is used to conduct empirical research to analyze the mechanism,effect and degree of influence that affect the performance of coal mine safety supervision.Finally,based on the results of empirical analysis,countermeasures and suggestions for improving coal mine safety supervision performance are put forward.The research content of this paper mainly includes three aspects:First,the game study of the stakeholders in coal mine safety supervision.On the basis of clarifying the relevant stakeholders of coal mine safety supervision,the game theory is used to establish a game model between government coal mine safety supervision agencies and coal mining enterprises,and a game model between government coal mine safety supervision agencies and social organizations,analyzes the stakeholders and their behaviors of coal mine safety supervision,and explains the strategy choice in the supervision process,so as to clarify the supervision.It also describes the evolution mechanism of coal mine safety supervision.Finally,through numerical simulation,it is found that increasing the positive supervision probability of government safety supervision department can have positive impact on coal mine safety production behavior;the improvement of the probability of cooperative supervision of social organizations can have a positive impact on the cooperative behavior of government supervision departments.Second,the establishment of theoretical model and empirical research on the influencing factors of coal mine safety supervision performance.Based on the existing literature research and the actual situation of coal mine safety supervision,this paper identifies the supervision system,government subject behavior,supervision target behavior,and social subject behavior as the four major factors affecting the performance of coal mine safety supervision,and defines the measurable variables of research variables,and then based on stakeholder theory and government regulation theory,a theoretical model of the factors affecting coal mine safety supervision performance is constructed,and the structural equation model is used for empirical analysis.The results show that:(1)The behavior of government entities has a significant direct positive impact on the improvement of regulatory performance.(2)The behavior of government entities can directly affect the regulatory system,and the regulatory system can directly promote the improvement of regulatory performance.That is,the regulatory system has a partial intermediary role in the process of the government's behavior on regulatory performance.(3)The behavior of the government subject can directly and positively affect the behavior of the supervision target,and the behavior of the supervision target can directly promote the improvement of the supervision performance,that is,the behavior of the supervision target plays a part of the intermediary role in the influence of the government subject's behavior on the supervision performance.(4)The behavior of social subjects has a significant positive adjustment effect on the behavior of government subjects in the behavior path of supervision targets,that is,increasing the implementation intensity of social subject behaviors,and the positive influence of government subject behaviors on the behavior of supervision targets will be significantly enhanced.Finally,based on the empirical analysis results of this article,the countermeasures and suggestions for improving the performance of coal mine safety supervision are put forward from the four aspects of government supervision agencies,supervision system,coal mining enterprises,and social organizations.This paper has 21 figures,40 tables,and 106 references.
