With the rampant growth of China's economy,people's quality of life has also been elevated significantly.The number of private cars in many developed cities has approached saturation.According to the statistics at the beginning of 2019 s,Zhejiang Province,as a relatively developed province in the coastal area,has nearly 18 million motor vehicles.Besides,as the requirement standards of environmental protection emission lifts by the government,new technologies are applied to the motor vehicle field,with energy consumption demonstrating a polymorphic trend.Since natural gas,electric power,and hydrogen are penetrating our daily life,how to solve the vehicle fuel supply of new energy vehicles is also an urgent issue that needs to be solved.Under such circumstances,the most direct and effective method for all types of automobile users is to construct a practical and convenient integrated energy supply service station.As the main platform for energy security services in Zhejiang Province,Zhejiang Energy Group Co.,Ltd.boasts the omni-development of the entire energy industry chain,actively integrates into the oil and gas business chain of the Zhoushan Free Trade Zone,and complements the oil chain sector.That how the provincial party committee and the provincial government requires for the future development of the group.To this end,Zhejiang Petroleum Co.,Ltd.was established as a holding company,and its subsidiary,Zhejiang Petroleum Comprehensive Energy Sales Co.,Ltd.,implemented the construction of 300 comprehensive energy supply service stations as the ten practical facts of Zhejiang Province in 2019.It is a popular project that benefits the people.The comprehensive energy supply service station integrates services such as refueling,gas refueling,hydrogen refueling,charging,water supply,convenience stores,and tourism relay cultural publicity,which can solve the current difficulties in the energy supply of various motor vehicles in the province to a certain extent.After being put into operation,the station will be confronted with a series of hazardous chemicals such as gasoline,hydrogen,and electricity.Hence,the risk profile extends from point to line,whereas the risk source portfolio is superimposed.It belongs to the high-risk industry of oil and gas chemical industry.The construction of the comprehensive energy supply service station project will encounter some unforeseen risks due to factors such as planning,location,land,environment,approval,traffic flow,and equipment.Therefore,in the preparation stage of the integrated energy supply service station project,it is necessary to foresee possible future risks as much as possible to avoid huge losses.Therefore,during the construction of the comprehensive service station,there are extremely high and strict requirements on the construction technology and quality of the project.Such being the case,this paper sets out to establish and improve the internal risk management system of the enterprise accordingly,so as to control the risks in the project construction of the comprehensive energy supply service station and to ensure the safety and risk control of the whole process of the project.At present,there are relatively plenty of studies on the risk management of gas station construction at home and abroad.However,because the integrated energy supply service station is a brand-new concept and new project,the current risk management of the integrated energy supply service station project is still in its infancy that needs to continue to summarize and optimize in practice.This paper takes the comprehensive energy supply service station built by Zhejiang Zhejiang Petroleum Comprehensive Energy Sales Co.,Ltd.as the research object,for which the paper sorts out its investment decision-making and risk management in the construction process based on the COSO-ERM risk management framework.It then conducts risk identification,risk assessment and propose solutions and optimize the process.Finally,combining with COSO-ERM risk management framework,the paper establishes a complete risk management system.Through the design and construction of the company's new risk management system,a self-risk management awareness is planned to be set up by all employees of the company and cultivate a good risk management company culture.Second,the paper shows to the company that the current corporate risk management system cannot match the company's long-term strategic goals,so it is imperative to reshape the company's risk management system.Finally,through the operation of the new risk management system in the company,the risk management system can be continuously optimized and improved according to the changes in the internal and external environment and the actual risk management effect,so as to ensure the normal and good operation of the company's risk management system.
