There are lots of problems in the small open-pit mines in China,such as insufficient understanding in safety investment and unreasonable structure of safety investment.This paper attempts to improve these problems through the construction of a new safety investment management model and the system dynamics study between the system safety level and safety investment,and ultimately hoping to improve the safety level.First of all,based on preliminary research and related theories,this paper proposes to shift from the traditional "funding investment orientation" to the four-element resource orientation of "people,finance,material,and management" from the understanding of the definition of safety investment.Dismantling and reconstruction of safety work according to safety standardization,and then constructing a new type of safety investment management model,to improve and enhance the understanding of safety investment in mining enterprises,in order to increase safety investment.Secondly,combined with the above model,“human-machine environment management theory” and literature analogy analysis,summarized and sorted out the 5 subsystems and 23 influencing factors that affect the safety level of the system and their mutual coupling interactions,and analyzed 15 feedback paths of how to improve the safety level through safety investment.Then based on the DYNAMO language and DFD flow diagram,a system dynamics model of the system safety level is constructed.Thirdly,run the system dynamics model for simulation,and found that with the continuous and stable safety emergency situation,the system safety level has increased in an "S" shape,and the speed and size of the increase are related to the investment ratio.Finally,through the dichotomy and the controlled variable method to change the proportion of safety investment,a total of 29 sets of plans are designed to compare and simulate from the optimization and correction of each factor,and the optimal plan for the reasonable allocation of safety investment is obtained.The research results show that:(1)The new safety investment management model is helpful to improve the awareness of safety investment in small open-pit mining enterprises;(2)The improvement of safety level requires long-term and stable safety investment;(3)The reasonable safety investment allocation plan is personnel safety investment: equipment safety investment: environmental safety investment: organization and management investment=0.287:0.231:0.263:0.219,at this time the safety level of the small open-pit mine can quickly reach the expected value;(4)When the safety level of the mine is low,increase the proportion of equipment safety investment can quickly improve the system safety level.To sum up,the research in this paper is of great significance to the improvement of the awareness and reasonable allocation of safety investment in small open-pit mining enterprises in my country,and it is helpful for enterprises to improve the management of safety investment and improve the safety level.
