Research On The Safety Development System For The Urban Refinery In-place Progress

With the rapid economic development in recent years,the process of urbanization in China has also been accelerating.Among them,some petrochemical companies that are relatively remotely located during construction have seen an increasing number of residential areas,commercial establishments,etc.The centralized site gradually formed the phenomenon of "urban refinery." The development of urban-type refineries is affected by national industrial policies,regulations and standards,and the external environment.There are two solutions to the survival and development of such enterprises,and the development and overall relocation are proposed.At present in China,Sinopec Corp.has started the relevant theoretical research on the in-situ development ideas of urban refineries in 2014,but at present,there is no systematic safety upgrade system for urban refineries.Therefore,in the light of the difficulties and main characteristics of urban refineries,this paper studies the routes and methods that are suitable for the safety improvement of urban refineries,combines standard methods,quantitative risk assessment methods,and adopts the consequences of major accidents to make corrections.The method for determining the external protection distance of the urban refinery;According to the current international commonly used safety management assessment methods,combined with the special forms of domestic enterprise safety management,and for the characteristics of the urban refinery,the study is suitable for the safety management level assessment of the urban refinery in China.Methodology: Based on statistical analysis,combined with the characteristics of urban refineries,determine acceptable risk standards for urban refineries,eventually form a city-type refinery in situ development safety improvement system,and formulate implementation plans to guide enterprises for development and upgrading,with higher Instructive and practical significance.
