With the progress of the Belt and Road Initiative,China has gradually joined the army of the international trading system.Many large-scale overseas infrastructure construction has created a lot of opportunities,and it has further tested the level of countries in the field of project management.The research and application of the overseas EPC model has attracted more and more attention from experts and scholars from all over the world and engineering management personnel in related fields.As one of the main players in the EPC's general contracting model,the general contractor faces a variety of unprecedented risk challenges while potentially making huge profits.Under the EPC general contracting mode,the risk of offshore gas field ground engineering is mainly borne by the contractor.How to prevent risks,reduce engineering risks through effective risk management,directly involve the economic benefits of EPC general contracting enterprises,and even affect the survival and development of enterprises..This study combines the current situation of risk management of EPC projects in the Central Asian gas field ground engineering.Through questionnaires,case analysis methods and in-depth interviews,it identifies the multiple risk factors in the EPC project of the Central Asian gas field ground engineering,and divides the project risk into controllable.(non-system)risk and uncontrollable(system)risk two dimensions,and then divide risk into political risk,policy legal risk,economic risk,social risk,natural risk,technical risk,contract risk,construction risk,management risk,finance Risk 10 subgroups 39 risk factor indicators.On this basis,the AHP analysis method is used to evaluate the probability of the EPC project risk generated by the Central Asian gas field ground engineering,evaluate the consequences of the project risk factors,and determine the risk level.The risk identification and assessment system for the EPC project of the Central Asian gas field ground engineering is complex,and it is necessary to focus on change claims,design change risks,audit risks,tax risks,and safety accident risks.In the risk control,it is necessary to focus on the key considerations and control the risks in a targeted manner.On this basis,the overall structure of the EPC project risk management plan for the Central Asian gas field ground engineering is constructed,from risk reception,risk reduction,risk transfer and risk aversion.The risk utilization measures focus on the risk response measures,and propose the top four(design change risk,contract change claim,human material equipment procurement risk,cost control risk)in the risk factor consequence assessment.Key management measures.Finally,from the four levels of organization,technology,system and management,the safeguard measures for the implementation of the EPC project risk management plan for the Central Asian gas field ground engineering are proposed,and the effectiveness of the program is evaluated through case analysis.This study provides useful guidance and reference for the risk management of EPC general contracting projects for overseas gas field ground engineering,which is conducive to the smooth development of gas field ground engineering,ensuring the smooth implementation of the project and generating economic and social benefits.
