Now the research object of project management is gradually shifting to the built environment,and a big problem in the built environment is global warming and the global atmospheric carbon dioxide content is gradually increasing.Low carbon economy has become the main trend of China's economic development.Under this trend,X Company,as a coal enterprise,should make changes.This paper takes X,an old large coal enterprise,as an example to study the development countermeasures of ecological enterprises under the background of new project management and low carbon economy.The balanced scorecard idea can be used to know the development state of an enterprise,and SWOT analysis can be used to put forward opinions on how X enterprise should develop now and in the future in the competitive market.Therefore,this paper combines these two methods to study the development countermeasures of X enterprise.In this paper,using the ideas of the balanced scorecard through the study of a large number of literature to establish comprehensive strength customer satisfaction index employee satisfaction index control index(financial internal processes operating in the balanced scorecard to learn and grow)index system combined with AHP method and fuzzy comprehensive evaluation method and close to the state of the enterprise belong to the general good.By using SWOT analysis method,this paper draws the conclusion that the advantages and disadvantages of X Company are greater than the disadvantages in the market,and the opportunities faced by X Company are greater than the threats.1?The advantage of X Company is that it begins to adopt the green development system.2?disadvantage of X Company is the remaining old management mode and the backward equipment and technology compared with the developed countries3?The opportunity of the X Company is the increasing demand for coal year by year.4?The threat to X Company is lack of capital.Finally,this paper from two aspects combined with the specific situation of enterprises put forward the following development countermeasures.1?In response to national policies,accelerate X Company transformation and take the road of sustainable development.2?The disadvantages of X Company are the remaining old management mode and the backward equipment and technology compared with the developed countries.3?Enhance the technical level of production by strengthening technical innovation.4?Excellent technical personnel and management personnel are recruited outside to provide guarantee for the long-term development of X Company.5?We should strengthen the cultivation of innovative talents to guarantee the long-term development of X Company.6?Strengthen humanistic care and promotion of fairness and transparency to control the loss of employees.7?Participating in the exchange will broaden the horizon,let X Company know more about itself,and fill the loopholes of the compensation mechanism for green development of the enterprise.8?Strengthen after-sales service and improve customer satisfaction.9?Strengthen safety management to provide basic guarantee for the sustainable development of X enterprise.
