The deepening of global trade liberalization brings about a greater competitive environment.In this increasingly severe competitive environment,although,it puts forward higher requirements for the company's products,operational capital and related knowledge and technology from a superficial level.However,no matter how it changes,in the long run,the core of competition is still the competition of system and talents.From the current situation,the comprehensive management of the company's human resources sector is the ideal direction of development,and to a large extent,performance determines the effectiveness of the company's operation.In view of this characteristic,in the company's evaluation system,it is necessary to make an efficient evaluation plan based on such kind of situation and combining with the actual situation,so as to formulate a scientific and reasonable evaluation plan for the company,which is effective and suitable for the company's business environment.At the same time,it is necessary to implement the evaluation plan to every link of the company's operation,so as to ensure the fairness and effectiveness of the evaluation.Generally speaking,the internal performance evaluation system has a great impact on the future development of the company.Different from the traditional performance evaluation,the use of efficient performance evaluation system can effectively aggregate the company's resources,closely integrate employees with the company,and effectively balance and regulate the internal environment of the company.In summary,under the trend of modern enterprise development,as an important part of enterprise management,performance evaluation system is playing an increasingly significant role.The introduction of the paper summarizes the research background.Secondly,it presents the concept definition and relevant theories,and discusses the theories of enterprise performance,performance appraisal system and balanced scorecard,laying theoretical foundation for the research below.Thirdly,it involves the necessity survey of the employee performance assessment for A metrology testing center of China National Petroleum Corporation.It acquires the necessity for the performance assessment of the test center through the following aspects:the general situation of A metrology testing center of China National Petroleum Corporation;its assessment survey situation;its performance assessment characteristics and effectiveness evaluation analysis.Then the author analyzes the problems arising in the performance assessment of the test center,including evaluation index,appraiser,evaluation scope and inclination.Finally,the paper presents the implementation and safeguard measures for the performance appraisal system of the test center for summary and prospect.
