| Water is the source of life.As an important part of ecological environment,water environment plays an important role in the production and life of residents.With the development of the society,more and more serious water pollution problems bring great challenges to the public administration departments.Water environment management involves a wide range of areas and involves many departments.However,local environmental protection administration is prone to such problems as power and responsibility mismatch,function decentralization,and poor implementation.Therefore,it is necessary to establish a strong organization for overall coordination and management.This article is based on the water environment governance system of Foshan to probe into the inter-departmental and inter-governmental operations.Meanwhile,it takes the perspective of public management to study the holistic governance of regional water environment.Suggestions are made to the local government to put in place new systems and mechanisms,including an environmental governance mode that suits the local development.By referring to the key basin of Foshan for analysis,this paper cites fundamental theories of holistic governance and collaborative governance to summarize Foshan’s institutional arrangements through data collection,field research,and literature research,etc.The theoretical framework of holistic governance is integrated with the collaborative governance theory to probe into Foshan’s comprehensive governance model of water environment,which reveals that the water environment governance in key basin faces issues in responsibility implementation,organizational coordination and public engagement,for which countermeasures are proposed.In terms of governance philosophy,overall responsibilities should be upheld alongside the improvement of confidence mechanism and scientific and technological application.The horizontal cooperation mechanism should be improved to give rise to the advantages of the river chief system for better governance mechanism and institutional functions.A diverse governance approach calls on higher awareness of participation,more participation channels and the introduction of multiple subjects. |
