Fragmentation And Intergration Of Water Environment Management System In Yangzhong City

The water environment constitutes an important part of the ecosystem.Strengthening regional water environment management is conducive to protecting precious water resources and creating a good water ecological environment,which is of positive significance for ensuring people’s production and life and promoting regional sustainable development.China attaches great importance to the comprehensive management of the regional water environment.The revised Law of the people’s Republic of China on Water Pollution Prevention and Control,adopted in December 2016,clearly proposes to build a new mechanism for water pollution prevention and control "under the leadership of the government,enterprise management,marketdriven and public participation ",to build a comprehensive regional water environment control system,and to achieve the goal of long-term effective control.Yangzhong city is an island-type county-level city located in the middle of the yangtze river.The complex water environment conditions in the area,and the water pollution problems caused by the long-term extensive economic development mode are becoming more and more serious,which makes the regional water environment control work a long way to go.Since the 1970 s,Yangzhong City has carried out multi-stage water environment control actions,especially the "five-water linkage" governance model implemented in recent years,although it has achieved certain governance results,but because of the inherent "fragmentation" problem in the governance thinking and system,it is difficult to get rid of the short-term movement and more governance chaos and other difficulties.So,for Yangzhong It is urgent to explore the "fragmentation" dilemma of water environment management and form a holistic management strategy.Based on the concepts and theories of water environment management,holistic management and coordinated management,this paper traces the development and evolution of water environment management model in Yangzhong city,analyzes the current water environment management model and its contents in Yangzhong city,evaluates the effectiveness of water management model by means of investigation,and then analyzes the fragmentation problem and its causes,and finally puts forward the whole water environment management system in Yangzhong city.of integrated development countermeasures.The main conclusions of this paper include :(1)although Yangzhong City has experienced the reform and exploration of multi-stage water environment governance model,but affected by the traditional system segmentation,fragmentation problem has become a long-term bottleneck of water environment governance in Yangzhong City;(2)the current "five-water governance" governance model has a preliminary integration effect in the governance subject,governance funds,governance policies and other areas,but still can not eliminate Yangzhong water environment governance overall presented "fragmentation" crux,which led to Yangzhong City water environment governance quality.(3)The reform of water environment management in Yangzhong City should be based on the concept of holistic governance,the establishment of diversified supply mechanism and the construction of unity The management system of raising funds and improving the inspection and assessment system cut into,remove the root of fragmentation,and build an effective water environment "integrity" management ideas and countermeasures.I...
