The Current Situation And Treatment Of "Foreign Waste" In China

Since the 1950 s,the economy of western countries has developed rapidly.However,at the expense of global environment and resources,this kind of economic development aggravates the severe situation of global ecological crisis.In order to transfer the ecological crisis and maintain the ecological environment of our country,developed countries continue to dump garbage to developing and underdeveloped countries.The practices of ecological colonialism carried out by developed countries have seriously violated the safety of ecological environment and people’s health in China,and violated the international norms of ecological justice.Since the 1980 s,due to the shortage of raw materials in China’s manufacturing industry,we have to import solid waste to alleviate this situation,which gives "foreign waste" an opportunity to enter the country."Foreign garbage" not only pollutes our ecological environment seriously,but also brings serious harm to our people’s health.Since July2017,China has promulgated the "foreign garbage" ban and resolutely resisted the ecological colonialism of developed countries.It is an important link in the construction of socialist ecological civilization to prohibit "foreign garbage" from entering China,which focuses on maintaining the safety of ecological environment and people’s health.It has important theoretical and practical significance.In this paper,the Marxist historical materialism method is used to study the current situation and governance of "foreign garbage" in China.First of all,it analyzes the realistic background of the problem of "foreign garbage" in China.Brief analysis on the important position of "foreign waste" treatment in the construction of ecological civilization in China.meanwhile,On the basis of defining the connotation of solid waste and "foreign waste" and clarifying the essential difference between "foreign waste" and solid waste,this paper analyzes the reasons for the entry of "foreign waste" from two aspects of international background and domestic background.On the one hand,The capitalist mode of production in pursuit of profit maximization is the fundamental reason for the emergence of "foreign garbage".On the other hand,in the early stage of reform and opening up,the shortage of rawmaterials is an important reason for the problem of "foreign garbage".The relevant laws and regulations in China are not perfect,the government’s neglect of environmental protection,the interest drive of enterprises and the lack of public awareness of environmental protection are the secondary reasons for the problem.Secondly,the paper analyzes the current situation and harm of "foreign waste" in China.China’s smuggling of "foreign garbage" is large in total and complex in type.Since the implementation of the "foreign garbage" ban in 2017,the smuggling volume has declined,but the volume is still large,which must be paid attention to.A large number of "foreign wastes" seriously pollute the environment of our country and spread the virus,causing harm to people’s health.It is of great significance to solve the problem of "foreign garbage" in China.It can not only optimize the living environment of the people and promote the sound development of China’s economy,but also force the developed countries to deal with their own garbage,to provide reference for other countries affected by "foreign garbage".Finally,the government,enterprises and individuals should work together to make overall planning by the state,and enterprises should consciously take social responsibility.Individuals should start from small things and from me,and build a "wall of iron" to prohibit the invasion of "foreign garbage" through the efforts of the whole country.
