The Application Study Of Value Evaluation In The PPP Project Decision Of Sewage Treatment In Western Medicine Valley

In recent years,China has begun to promote PPP model,actively encourage and guide the social capital into public infrastructure,and use its advantages in financing,design,construction and operation to improve the overall benefits of the project,reduce the government's management risks and financial pressure.Whether the PPP model has an absolute advantage over the traditional model requires an objective and reasonable standard,which is the value formoney evaluation method.The evaluation of value for money is the core concept of PPP,and is also the important basis for the government to evaluate whether to use PPP mode to replace the traditional procurement mode to provide infrastructure and public services.It is mainly used to determine whether the project should adopt the PPP mode in the pre-project evaluation.On the basis of reading the relevant research documents at home and abroad,this paper uses the method of qualitative and quantitative evaluation of value for money to evaluate the PPP project in Western medicine Valley,verify whether it is suitab le to adopt PPP model,and put forward some suggestions for the next operation of the project.In terms of qualitative evaluation,this paper first uses entropy method to further optimize the six basic indicators and two additional indicators given in <PPP Value for money Evaluation Guidelines(Trial)> as primary indicators,decomposed into 13 secondary basic indicators and four secondary supplementary indicators.Secondly,on the basis ofdetermining the weight of each index,according to the degree of conformity,the experts were selected to evaluate the actual situation of the project,and the scores of each index of the project were obtained.Finally,the qualitative evaluation scores of the project were obtained to determine whether the Western medicine Valley sewage treatment project was in compliance with the PPP model.In terms of quantitative evaluation,this paper uses the public sector reference method to evaluate the project.Assume that under the premise that the PPP model has the same output as the government's traditional investment method,By setting the public sector comparison value(PSC value)and the shadow quotation value(PPP value)of the proposed project,it adopts two indicators: the Quantitative value for money(the difference between the PSC value and the PPP value)and the index valuefor money(the ratio of the PSC value to the PPP value).To determine whether the PPP model is suitable for the Western medicine Valley sewage treatment project.Through qualitative and quantitative evaluation,the paper concludes that the PPP project conforms to the PPP model,and puts forward some countermeasures and suggestions from six aspects,such as increasing the publicity of the project,optimizing the design bidding process and carrying out the evaluation of the financial capacity.
