Research On Post-evaluation System Of Electric Energy Replacing Terminal Energy Projects Under Energy Conservation And Emission Reduction Environment

With the rapid economic growth in China,the influence of unreasonable energy consumption structure is becoming more and more serious,especially the environmental problems,which have become an important factor limiting economic development.As an important means of clean energy consumption,the state has issued a series of policies to promote the implementation of power replacement terminal energy,but there are few studies on the unified post-evaluation system for power replacement projects,and there are no unified evaluation standards for power replacement projects in different fields.Therefore,in order to effectively assess the energy substitution effect,influence factors,promote energy efficient alternative work,based on the energy substitution project evaluation index and energy alternative project as the main research object,different areas around the electrical energy instead of after evaluation method and factors affecting the effects of electrical energy to replace the related research,the main research content is as follows:(1)Select the post-evaluation index of electric energy alternative terminal energy,and construct the post-evaluation index system of electric energy alternative terminal energy project.Based on power service management platform of a large number of alternative case evaluation after factor analysis,according to the electrical energy alternative project evaluation index system should follow the principle of building construction management,project operation,economic benefits,environmental benefits,project sustainability alternative terminal five level indicators such as electricity energy after evaluation index system,indicating the index quantitative method.(2)Construct a quantitative calculation method for environmental benefits.According to the characteristics of electric energy substitution projects,this paper studies the quantitative calculation method of environmental benefits of electric energy substitution terminal energy projects from the perspectives of environmental protection tax and carbon trading volume.(3)Determine the weight of the post-evaluation index.Based on the analysis and comparison of various weighting methods,according to the selected post-evaluation index of electric energy replacing terminal energy,the analytic hierarchy process,entropy weight method and anti-entropy weight method were selected to construct the post-evaluation index combination weight determination method based on combination game.(4)Build a post-evaluation model of electric energy alternative terminal energy project.Based on the analysis of various evaluation models,an improved TOPSIS method was constructed to complete the construction of post-evaluation system for electric energy alternative terminal energy projects.(5)Post-evaluation of typical electric energy alternative terminal energy projects.Based on the power service management platform of a large number of alternative case,replace project selection,the same type of power industry,make use of the building after the replacement of terminal energy electricity after the evaluation system for project evaluation,after the test in this paper,the alternative project of building the evaluation index system and evaluation method is scientific,reasonable and maneuverability,and can promote the experience,conclusions and suggestions.
