Research On The Problems And Strategies Of Rural Environmental Health Hosting Service

In recent years,the rural economy has made great progress.However,with the rapid development of rural economy and the gradual improvement of people’s living standards,many environmental problems have become increasingly prominent,especially the random disposal of domestic waste,the "dirty,disordered and poor" environment of old villages,livestock and poultry breeding pollution,the decline of drinking water quality and the transfer of urban industrial and mining enterprises to rural villages have increased the rural environmental burden.The report of the 19th National Congress of the Communist Party of China puts forward the "twenty character policy" for the implementation of the strategy of rural revitalization,namely,"industrial prosperity,ecological livability,rural civilization,effective governance and rich life",among them,"ecological livability" is the environmental foundation of Rural Revitalization.The proposal of beautiful rural construction shows that the government attaches great importance to rural environmental sanitation.The local government attaches importance to the rural environmental problems year by year,which makes the rural health management situation improved significantly.Through the investigation and interview of 17 administrative villages(communities)in S Town,F City,Shandong Province,it is found that although the government attaches great importance to the health hosting service of rural environmental sanitation,it has also achieved remarkable results The time limit of the health hosting service in S town is short,the enterprise management service is not in place and the villagers’awareness of environmental protection is weak,which leads to the problem of rural environmental health hosting service still have many problems.The local government should make a breakthrough in the health hosting service management according to the local actual situation,comprehensively improve and enhance the hosting service.At present,the problems existing in the process of rural environmental sanitation trusteeship in China mainly include the following aspects:First,the responsibility of the government is not clear,the investment of social resources is insufficient,and the supervision and assessment system is not perfect;second,the operation of trusteeship enterprises is not smooth at the initial stage;third,the awareness and degree of participation of villagers are insufficient.The deep-seated reasons for these problems are the lack of government internal management system,social capital investment and effective supervision and incentive mechanism.In order to solve the problems existing in the process of rural environmental health trusteeship,some feasible suggestions are put forward:First,reform the current management system and transform the government function.Second,improve the evaluation and incentive mechanism to enhance the ability of enterprises to fulfill contracts.Third,the government and the society should co-govern and play the supervisory role of multiple subjects.Through the joint efforts of the government,enterprises and other multiple subjects,the environmental health trusteeship can be effectively implemented.
