Export trade is one of the three carriages driving China’s economic growth.With the pull of export engine,the proportion and influence of China in the global trade are getting bigger and bigger.But the ensuing trade disputes or frictions have also increased year by year,especially the anti-dumping incidents against Chinese products.As an important means of international trade protection,anti-dumping is one of the trade remedy methods used by various economies in the world.Since the 21st century,due to the rapid development of economy,China has gradually become the object of anti-dumping investigation by major trading countries and regions,and is also the country subject to the most anti-dumping investigations.On September 30,2016,the Japanese government announced the initiation of an anti-dumping investigation into high viscosity polyethylene terephthalate chips originating in the People’s Republic of China.The move involves the export to Japan from dozens of PET chip makers in China,including China Resource Packing Materials Co.,Ltd.This paper points out the reasonable direction and countermeasure in the process of anti-dumping investigation through a complete case of anti-dumping response.According to the final arbitration result of the anti-dumping case,on the one hand,this paper verifies the profound influence of non-economic factors on the case.On the other hand,from both micro and macro analysis for the enterprises and the short-term and long-term effects of the industry,and through the "butterfly effect" to analyze the influence of the change of the global supply chain,the paper also indicates the constructive directions of the enterprise strategic management and the principle for the industry.In the current increasingly severe international market competition situation,when Chinese enterprises are in the face of anti-dumping investigation,they should not only be limited to the legal defense of commodities or industries at the economic level,but also take the perspective of global industrial chain to prepare for a rainy day or even make up for lost time,and make rational use of WTO rules to deepen the international industrial layout,so as to avoid some unpredictable political risks.At the same time,the communication between the government and the industry association should be strengthened.When necessary,the government’s mediation should have a better effect than individual enterprise fighting alone.
