From 1995 to 2017,China has suffered 1,269 anti-dumping investigations,which is22.95% of the total number of anti-dumping investigations worldwide.China is the largest developing country and the United States is the largest developed country.The conflict of trade interests between each other is inevitable.In recent years,China ’s steel industry has developed rapidly,and exports of steel products to the United States have been increasing.However,the domestic steel industry in the United States is gradually declining.In order to support the development of the domestic industry,we continue to implement anti-dumping and other trade protection measures against China’s steel products exported to the United States,which has a negative impact on China’s steel industry.Therefore,it is of certain significance to study the anti-dumping of the United States against China’s steel and other related industries.This article first sorts out the domestic and foreign literatures on related topics such as "the causes of anti-dumping","the impact of anti-dumping","the causes and status quo of anti-dumping in the steel industry" and other related topics.Secondly,after grasping the opinions of domestic and foreign scholars on anti-dumping,this article first introduces the relevant concepts of anti-dumping and anti-dumping investigation procedures,the history and current status of US anti-dumping against China,and the trade effects brought to enterprises,and then analyzes the US to China The status and reasons of steel anti-dumping.In terms of quantitative analysis,first of all,the necessary data such as steel anti-dumping in various databases will be collated,and the export destination decision-making options that may occur after anti-dumping of the company are analyzed.It is obtained that the steel companies will mainly choose 8 strategies after being subjected to anti-dumping in the United States.After analyzing the logit model,it is found that after China ’s steel and other related companies encounter US anti-dumping,most of the high-productivity companies will change their export destinations and the export volume of different export destinations.Large enterprises will continue to export to the United States and even increase their exports to the United States.At the same time,exports to non-US countries will also increase.Medium-sized enterprises will continue to export to the US unchanged or reduce exports,but will increase exports to non-US countries,that is,export destinations to respond to anti-dumping.Some small and medium-sized enterprises may Will directly withdraw from the US market and switch tonon-US countries for export.When switching to non-US countries,it will be more inclined to export to countries close to the original export market,and more likely to be exported to developed countries;Non-U.S.Exports change construction variables to study anti-dumping The easy effect found that the effect of trade deflection is more significant for companies with high productivity,and companies can eliminate the damaging effects of anti-dumping by shifting their export destinations.It also has a similar anti-dumping trade effect for companies with high profit margins;The research found that most of the export of enterprises has export inertia,and the enterprise will have a greater reaction in the year when the anti-dumping investigation is initiated.The final anti-dumping ruling will continue this reaction,which will have a negative impact on the total export value and the export of the prosecution country,and will not prosecute As the country ’s exports increase,the increase in the GDP of the prosecuting country will be beneficial to China ’s exports to them.The above conclusions are not significantly different among industries,and all industries will experience trade disruption and trade deflection after encountering anti-dumping.
