Research On The Measurement Method And Application Of China’s Provincial Green Development Level Under The Five Development Concepts

At the Fifth Plenary Session of the 18th CPC Central Committee,General Secretary Xi Jinping put forward five development concepts of "innovation,coordination,green,openness,and sharing",and made these five development concepts a new roadmap and the ultimate development goal on China’s road ahead.Green development,as a scientific development concept that is related to China’s overall situation,its development level are always affecting the economic structure and development mode of the entire country.Through understanding the concept of the green development,this paper analyzes and summarizes a large number of domestic and international research on the comprehensive evaluation index system of green development and the measurement of green development level,and selects a set of the most authoritative and comprehensive comprehensive evaluation indicators for measuring the green development level of each region.The system is appropriately revised according to the actual situation,and an incentive-based dynamic comprehensive evaluation method considering the difficulty of the evaluation object is proposed.Taking 2012-2016 as the evaluation cycle,31 provinces in China are used as research objects.The data of various indicators under the provincial green development evaluation index system,and the comprehensive evaluation method proposed in this paper are used to measure and analyze the green development level of 31 provinces in China.The specific research results are as follows:(1)Based on an in-depth understanding of the concept and connotation of green development,drawing on and summarizing a large number of relevant domestic and foreign literatures,we have selected a set of the most authoritative,comprehensive and rational green development comprehensive evaluation system,and based on the data.The factors such as the nature of the nature of the indicators were appropriately revised.Finally,a set of three first-level indicators including economic growth greening,resource and environmental carrying capacity and government policy support were identified.There are 9 secondary indicators and 44 third-level indicators.The green development evaluation index system is the comprehensive evaluation index system used in this paper.(2)A motivational comprehensive evaluation method that considers the difficulty of the evaluation of the evaluated object is proposed.The method takes into account the different actual development conditions of different evaluated objects,and the difficulty level of their comprehensive evaluation values is also different,and accordingly,different difficulty factors are set for different evaluated objects,according to the specific The difficulty coefficient is a reasonable ideal comprehensive evaluation value for the obj ect to be evaluated;then different incentive coefficients are determined according to the degree of difference between the actual comprehensive evaluation value and the ideal comprehensive evaluation value of the object to be evaluated,and the comprehensive evaluation value of the evaluated object is different degrees.The incentives will eventually result in a comprehensive evaluation with reward and punishment characteristics.This method has a certain degree of incentive,which better opens the gap between the evaluated objects,and will play a certain degree of benign induction in the application process,guiding the benign development of the evaluated objects.(3)Taking 2012-2016 as the evaluation cycle,taking 31 provinces in China as the research object,firstly,the index data is consistently processed and dimensionless,and the incentive comprehensive evaluation method proposed in this paper is applied.The data is processed and calculated,and the comprehensive evaluation value of the green development level with incentive characteristics of each province and region as a whole and sub-modules is obtained,and comparative analysis is carried out.On the whole,between 2012 and 2016,the green development level of most provinces and four major regions showed an upward trend.Only the green development levels of Liaoning and Ningxia provinces showed a downward trend,and the overall development situation was good.From the three levels of green development,in terms of the greening degree of economic growth:the economic growth of most provinces and regions is on the rise,and the economic growth of the three provinces of Liaoning,Ningxia and Tibet is declining.Trends;in terms of resource and environmental carrying capacity:the development of resource and environmental carrying capacity in all provinces and regions is on an upward trend;in terms of government policy support:most provincial and regional government policy support shows a downward trend,which needs to be focused on.Local governments at all levels should strengthen their support for green development,formulate relevant support policies,and increase environmental governance.
