Industrial sector has occupied an important part in the development of low carbon economy in China.Reducing the concentration of GHG(greenhouse gases)in the atmosphere is the core target of low carbon economy.According to statistics,the private economy contributed more than 60%of China’s GDP in 2016,providing about 80%of the employment opportunities for urban residents,and also contributed to solving the problem of employment of farmer workers.However,the high energy consumption industry and the high carbon emission intensity in private enterprises are the important factors that affect the process of energy conservation and emission reduction in China.In order to explore the current situation of GHG emission and the potential of emission reduction in private enterprises in China,based on the analysis and study of the development status of domestic and foreign enterprises,more than 150 representative state-owned and private enterprises in China have been investigated and studied,as four examples for energy consumption and carbon verification analysis are conducted for four manufacturing enterprises,including iron and steel,cement,paper making and carbon black.In order to know the relevant key energy saving and emission reduction in the private enterprises,the site survey is made up.The survey contents are including the production process and the main energy consumption of coal,electricity,oil,natural gas and other energy.The analysis of factors affecting the energy saving and emission reduction and low carbon development has been conducted.The factors are divided into four categories which are lack of related policies and laws and regulations,financial obstacles,cognitive obstacles,technology and talent obstacles.According to GHG verification analysis that a steel enterprise,the carbon emission intensity is 1.94t CO2for per ton of crude steel,higher than the international Iron and Steel Association issued by the index(1.8t CO2/t)14%in 2013,it is 1.84t CO2/t for per ton of crude steel,5.15%less than the 2013 with the application of residual heat pressure and blast furnace gas power generation project in 2015.For a cement production enterprise,the application of low carbon funds to build cement kiln to deal with 50 thousand tons of hazardous waste annually and 400t domestic waste daily can reduced CO2emissions of67142 tons annually.For a paper making enterprise which is the energy system renovation project is supported by a low carbon fund.The comprehensive energy saving of the project is of 2515.9tce,the 5729t of CO2emission reductions annually.For a carbon black production enterprise which uses its own flue gas purification technology to clean the surplus exhaust gas of the production line as the production line fuel,the company saved fuel tar of 2625tons,save cost of 5260 thousand Chinese Yuan annually,bring certain economic benefits to the enterprise,it poses a larger emission reduction space.Based on the survey study,GHG verification data analysis,energy saving and emission reduction potential,the development system and the measure strategies of stakeholders should adopt are studied,the action plan of low carbon and sustainable development for Chinese private enterprises is put forward.
