Research On The Implementation Of New Material Industry Policy In Liaoning Province

As an essential industry in the strategic emerging industries,the new materials industry is the foundation and forerunner of the development of emerging industries.It is of great significance in promoting the structural reform on the supply side and the high-quality development of Liaoning Province.At present,there is still a large gap between Liaoning Province and other provinces in the implementation of new materials industry policies,which to a certain extent affects the rapid development of the new materials industry in Liaoning Province.Therefore,taking into account the actual situation of economic development in Liaoning Province,it is an important topic to study the impact of policy implementation on the development of new materials industry in Liaoning Province nowadays by thoroughly exploring the problems in the implementation of new materials industry policy in Liaoning Province and analyzing the causes,and then proposing countermeasures.The study was carried out by literature method and comparative analysis method,and the government policy implementation model was used as the theoretical basis to understand the current status of the implementation of new materials industry policy in Liaoning Province,to identify the problems in the implementation of industrial policy and to analyze the specific reasons.The problems are mainly manifested in: the policy does not highlight the industry differences in the implementation process,the implementation strength of government agencies is relatively weak,the publicity effect of policy implementation is not obvious enough,and the professionalism of policy implementers is low.By comparing the excellent experience and inspiration of other domestic provinces in the implementation of new material industry policy,and combining with the economic development trend and industrial characteristics of Liaoning Province,the following suggestions are made: firstly,to enrich the supporting policies for the implementation of new material industry policy in Liaoning Province;secondly,to improve the organizational structure of new material industry policy implementation institutions;thirdly,to strengthen the policy public opinion guidance of new material industry in Liaoning Province;fourthly,to improve the comprehensive quality of government policy implementation personnel.
