Liaoning Province is China’s traditional industrial province, northeast old industrial base is also the main members, the territory of Anshan, Benxi, Yingkou Medium Plate Factory iron and steel enterprises is an important part of the old industrial base. In the "five eleven" plan, China has put forward the development strategy of Liaoning coastal economic zone, and requires the establishment of Liaoning coastal economic belt in the "Twelfth Five Year Plan", which has become a new economic growth pole in China’s coastal areas. Liaoning province is facing the biggest historical opportunity since the founding of new China. However, in the process of development of Liaoning Province, the problem of imbalance, coordination and sustainability is still more outstanding. The environmental problems occurred during the process of industrialization development in the developed countries have been concentrated in Liaoning province. The resource and environment has become the bottleneck of the economic and social development in Liaoning province.
