Not In My Back Yard(NIMBY)facilities refer to facilities that causes environmental pollution and certains negative effects during the construction or operation of the project.The negative external characteristics of the project itself and the imbalance of income-cost distribution are easy to make the people around the facility produces a negative attitude,which in turn produced negative emotions that could be further trigger group conflicts.As China’s economic grows and the urbanization process advances,while the public improves living standards,strengthens environmental and law awareness.they start to require more stringent requirements on the environmental quality.So,the site selection of the NIMBY construction becomes more sensitive.In recent years,the mass conflicts caused by the building of NIMBY facilities are received widespread attention from the society.For developing a harmonious society,it is particularly important to explore the mechanism of group events happen in the decision-making process of NIMBY facilities.In addition,the risk perception mentioned in the article refers to the subjective cognition of a certain entity or group on the risk level of a specific object.From the perspective of research on exploring the factors and paths of public risk perception,this paper deeply explores NIMBY facilities’ change rule of public risk perception in the decision-making process and it’s important position in the decision-making of public behavior intentions provides effective theoretical basis and policy reference for the government to smoothly advance the decision-making process of NIMBY facilities.First of all,this study through literature summaries makes a detailed combing of the research origin,development trends and typical results of domestic and international NIMBY facilities and analysis the characteristics of the group events that broke out in the decision-making process of polluting NIMBY facilities.from the perspective of public risk perception,The paper pointed out the necessity of constructing a public risk perception evolution path model in the decision-making process of polluting NIMBY facilities and proposed a strategy for public behavior in the decision-making process of polluting NIMBY facilities.Secondly,based on literature review and case analysis,the paper summarizes the influencing factors of public risk perception in the decision-making of NIMBY facilities from the three aspects of project risk characteristics,government decision-making and social media.through questionnaire survey and data analysis screening,it is eliminated the influence factors with weaker influence degree in the three dimensions and the main influence factors that influence the public’s risk perception in the decision-making process of NIMBY facilities are determined.Thirdly,through the construction of principal component analysis and measurement model,the path coefficients of various influencing factors on public risk perception are explored and the correlation between each influencing factors is analyzed.the preset structural equation of public risk perception is established through the solution of path coefficients.combined with the revised parameters and related basic theories,building a public risk perception structural equation model that meets the theoretical assumptions and meets the adaptation index.Finally,based on the research results and conclusions,this paper makes countermeasures and suggestions from three levels: project risk,government decision-making and social media.In the NIMBY facilities’ decision-making prosess,guiding the public’s risk perception,reducing the probability of group incidents and promoting the sustainable.
