| In recent years,with the continuous development and progress of the economy,the construction scale of China’s water transportation industry has also been continuously expanded.The environmental protection policy of “green water and green mountains is the golden mountain and silver mountain” and “development must not be at the expense of safety”.Under the general environment where the “red line of surpassing” security policies have been issued one after another,China’s requirements for the security situation are getting higher and higher.With the continuous expansion of industry construction and higher and higher requirements for safety standards,how to analyze the risk points of terminal engineering projects and formulate a healthy and safe environment standard system that meets the needs of the project is of great significance to ensure the healthy and long-term development of wharf engineering project.This article mainly takes the health,safety and environmental management system of the Shenzhen LNG terminal project as the research object.Firstly,it makes a brief analysis of the research situation at home and abroad,determines the purpose,basic ideas and research content of this paper,introduces the relevant theories of safety management,and analyzes the seven basic elements of the health,safety and environment management system and the LEC risk assessment method and expert review method used in this article.The situation of the project was analyzed from the overview of the Shenzhen LNG terminal project,health and safety environmental management and key construction links,and finds out the problems of health,safety and environment management of Shenzhen LNG terminal project through questionnaire survey.Then this paper puts forward the improvement measures from the overall goal of the health,safety and environment management system,improvement plan principle,site construction,defense against natural disasters,file management and health,safety and environment system,etc.the LEC risk assessment method is improved in hazard identification,and new technologies such as BIM,twodimensional code,solar video monitoring are used in site management.Finally,according to the optimization scheme of Shenzhen LNG terminal project health and safety environment management system,this paper puts forward the measures to ensure the implementation of the optimization scheme,mainly from the leadership and organization measures,personnel measures and the formulation of strict health and safety environment assessment system.The research results of this paper are helpful to build a relatively complete health,safety and environmental management system,and have a certain guiding role in the management system construction of wharf engineering projects. |
