Research On Health And Safety Environment Management System Of Zhe Jiang LNG Terminal

In recent years,with the continuous deepening of the transformation and upgrading of China's energy structure and natural gas industry structure,China's demand for imported LNG has been increasingly strengthened in the context of the successive introduction of environmental protection policies.However,with the gradual increase of China's LNG receiving station construction projects and the expansion of LNG project scale,safety management has become a major concern at present.However,although the CNOOC Group Corporation has established a management mechanism that is more in line with the actual requirements for the safety management of LNG terminal,how to analyze the LNG reception in the face of the frequent occurrence of major safety liability accidents due to the practical and specific marketing of LNG terminal.The risk characteristics of the station and the construction of a health and safety environment management system in line with HSE standards are of great practical significance for ensuring the stable operation and long-term development of LNG terminal.This paper takes the construction of health and safety environment management system of Zhejiang LNG terminal based on HSE standard as the research object.Firstly,it analyzes the connotation,implementation principle and constituent elements of HSE management system,and reviews the development of HSE management system.On this basis,this paper uses LEC and FMEA evaluation tools to analyze the health,safety and environmental management risks of the original health and safety environment management system of Zhejiang LNG receiving station,and summarizes the problems existing in the original management system.Subsequently,this paper discusses how to prepare for the health and safety environment management system of Zhejiang LNG receiving station based on HSE standard,system initial review,planning design,document writing,system trial operation and process control.The whole research process is in line with the basic elements of the HSE management system and the actual situation of the Zhejiang LNG receiving station.Finally,several safeguard suggestions for the effective implementation of the HSE management system are proposed.The research results of this paper have certain practical guiding effects on the construction and application of HSE management system in Zhejiang LNG receiving station,and also have important significance for the safe and stable development of domestic LNG terminal.
