HSE(Healthy,Safety and Environment)management system is a three-in-one management system explored and gradually developed in the international oil industry.Changes in external and internal environments have prompted more and more companies to pay attention to health,safety and environmental performance and to establish and implement HSE management systems.The system was initially widely used in the petrochemical industry,and later gradually applied to many industries.China’s HSE management system was also introduced from the oil industry and has been developed for more than 20 years.The implementation of the HSE management system can not only bring economic,social and environmental benefits to enterprises,but also meet the objective requirements of the society for "sustainable development".Company R is a subsidiary of a UK-listed commercial service company in China.It started to establish its own HSE management system in 2009.However,due to various reasons,there are many problems and difficulties in implementation,and HSE performance also needs to be improved.Based on the theoretical and practical research on HSE system at home and abroad,combined with the current status of R company’s HSE management system,this paper analyzes the problems existing in R company’s current HSE system management through literature review,survey interviews,etc.and the deep-seated reasons for these problems,and puts forward series of solutions.The ultimate purpose of optimizing the HSE management system is to improve the operation efficiency of the system,improve HSE performance,make the system meet its own industry characteristics and the company’s strategic development needs,and establish a good foundation for further integrated system management in the future.
