| With the proposal of the Golden Waterway and the Water Transport Demonstration Zone Strategy of country with the strong transportation network,inland shipping is facing unprecedented opportunities and challenges.While people pay attention to the efficient development of inland shipping,they also attach more importance to the safety and health of shipping development.In order to enable inland shipping to seize the opportunity and develop healthily,safely and efficiently,scientific and reasonable safety investment has become the focus of shipping enterprises and regulatory authorities.The main body of safety investment in inland shipping is the shipping enterprise,so relevant regulatory authorities have formulated corresponding policies and regulations to urge the inland shipping enterprise to make safety investment.However,in recent years,many shipping enterprises are not operating optimistically,and huge amounts of safety investment has become a heavy burden on enterprises.Therefore,optimizing safety investment,scientifically and reasonably formulating safety investment strategies,and improving safety benefits have become the key issues that inland shipping enterprises need to solve urgently.This research focuses on the key issue of optimizing safety investment in inland shipping.It mainly includes the following aspects:1)Summarize the related concepts of safety investment,define the research scope as the optimization of safety investment of inland shipping enterprises;analyze the existing investment system and existing problems of safety investment of inland shipping,and highlight the importance of investment optimization.2)Introduce the principles of system engineering,summarize the factors of inland shipping safety as a "crew-ship-environment-management" system and analyze them to summarize the factors of inland shipping safety that dominate and can invest in safety.Analyze the influencing mechanism between the main influencing factors of shipping safety and safety investment,and summarize the safety investment indicator system of inland shipping including 3 second-level indicators and 13 third-level indicators.3)Compare the methods of constructing the relationship model between safety investment and safety loss,determine to build the relational model with SVR,and optimize the SVR parameters by GA and 5-fold Cross-Validation.The scope of safety loss is defined as the direct economic loss of the accident,and it is used as the output index,and 13 safety investments are used as the input index.4)Introduce the generalized safety cost(safety investment + safety loss)as the safety benefit.The minimum generalized safety cost is taken as the objective function of the safety investment optimization model.The safety investment restrictions and the safety loss restrictions are used as model constraints.Aiming at the shortcomings of PSO algorithm,which is easy to fall into the local optimum,an improved method of linearly decreasing the weight is proposed.In order to make up for the deficiency of the algorithm that cannot directly show the iterative optimization process,a dynamic drawing program is written to show the dynamic iterative process.Empirical analysis shows that the GA-SVR model can well fit the relationship between safety investment and safety loss.The optimization effect of the safety investment optimization model for inland shipping is obvious,which greatly saves safety investment and improves safety benefits.The improved PSO algorithm has a strong ability to jump out the local optimum,the convergence speed is fast,and the dynamic drawing vividly shows the optimization process. |
