Establishment And Application Of Safety Management System For Dalian Refinery Overhaul

The main production characteristics of petroleum refining are high temperature,high pressure,flammable,explosive and continuous production.All the equipment has its life cycle and maintenance cycle,so for a high risk enterprise of continuous production,proper shutdown and maintenance to ensure the safe production of equipment and facilities is a necessary process,and it also determines that the maintenance must be completed in a limited time interval.According to the accident occurrence statistics of the refining and chemical industry,a large part of the accident happened during the construction of the overhaul,or due to the failure of the overhaul,which occurred during the construction period or shortly after the construction.In view of this,this article extends the scope of the overhaul safety management to the shutdown,the start stage and the unified policy.Planning and overall consideration.In recent years,the safety management of the whole process of overhaul has been paid more and more attention.It is an urgent problem to reduce the risk of overhaul and reduce or even avoid the occurrence of accident events.Through the investigation and interview and the author’s personal experience,this paper enumerates,analyses and summarizes the problems and difficulties faced in the overhaul of the refinery and chemical industry,analyzes the accident cases occurring in the company and other refineries,and combs the safety risk in the process of overhaul of the refinery enterprises.Some reasons are high and difficult to control.Based on the theory of project management and the characteristics and management needs of the overhaul of refinery and chemical enterprises,the factors that need to be controlled in the various stages of overhaul are clarified and explained.Through the theory of management method of HSE management system,the framework and basic elements of the safety management system for refinery and maintenance in refinery enterprises are determined by comparison analysis and other research methods.It mainly includes core elements such as planning,organization,risk identification and control,plan,system and training,operation safety management,safety summarization and improvement.In addition,the contents and application of these elements are thoroughly elaborated.In this paper,the actual application of large inspection and maintenance management system in the company’s large maintenance work in the company in 2017 was empirical,and compared with the shortage of large maintenance in 2104,this paper comprehensively analyzes and summarizes the effect of the application of the large maintenance safety management system,effectively improved the past experience and other large maintenance management methods,and proves the theory of this article.The overhaul safety management system was suitable and effective for Dalian Petrochemical Co.It can realize safety,green,high quality and controlled work target under the condition of carrying out the operation of large maintenance and safety management system,which was of reference and guiding significance for the domestic refineries.
