Countermeasures Study On Urban Environmental Monitoring With Polycentric Governance In Liaoning

Management of environmental monitoring is a new concept on carrying out effective management to environmental monitoring industry, and it can deal with environmental problems of the fast city development. As to the environmental problems increased with the population growing, the level of industrialization improvement, the energy consumption sharply rising. For a developing country, in 13th Five-Year planning, it is made requests about the speeding up the pace of the improvement of ecological environment,forming a green production and life way, seeking the production in developments, and development in productions. With the promotion of the construction of ecological environment in Liaoning province, and also constantly exploration for the green development way meeting local patterns.In this paper, by collecting the data, carrying out the questionnaire and interviews, by surveying the urban residents and the monitoring jobholders, understanding the current situations of environmental monitoring governance in Liaoning, focusing on study of the key problems and reasons in environmental monitoring governance. It is first time that the concept of "Polycentric Governance" is introduced into the environmental monitoring governance, and pointing out the scheme of polycentric governance, adjustment the basic trends from the monitoring management to the monitoring governance, and implementing suggestions are put forward with the needs of development in Liaoning province.Common problems existing in the urban environmental monitoring in Liaoning province are: the insufficient ability of the environmental monitoring, big financial deficit for carrying out monitoring, lack of cooperation between the departments, scattered information and so on. It reflects some reasons:lack of overall planning management, imperfect management system, monocentric governance is not ideal as expected, etc.. "Polycentric Governance" just meets the problems of environmental monitoring in Liaoning province, meanwhile, connected government with, enterprises, the third part, and the public, forming the "Polycentric Governance" with the government-led, equality, game, and restraining each other. By redesigning the system of environmental monitoring constructions, improving institutional mechanisms, using the modern methods of big data, so as to further improve the theory of "Polycentric Governance", promoting the urban economic and environment co-development harmoniously.
