| Water ecological civilization is a key component of ecological civilization.It is the water carrier of ecological civilization.Strengthening the construction of water ecological civilization is the main content of China ’ s water conservancy reform and development in the new period,and its construction concept has been integrated into all aspects of water conservancy work.At present,many achievements have been made in the construction of urban water ecological civilization,but the construction of rural water ecological civilization is obviously lagging behind.The establishment of evaluation is a key step to promote theory to practice.In order to prevent rural construction from becoming a shortcoming for the people’s ever-increasing needs for a better life,the comprehensive evaluation study on the construction of rural water ecological civilization can provide guidance for in-depth research on rural water ecological civilization,thereby promoting the improvement of rural water ecological civilization in various regions.This has important practical significance for assisting rural revitalization strategies and further promoting the construction of beautiful rural areas.This paper systematically summarizes the current research status of water ecological civilization construction at home and abroad and the existing problems of rural water ecological civilization construction.Based on the current research on the development of water ecological civilization,and based on the characteristics of rural water environment in our country,a comprehensive evaluation of rural water ecological civilization has been established.An indicator system,an evaluation model for the construction of rural water ecological civilization was constructed,and finally an example model was validated.It mainly includes the following research work:(1)Research on the status quo of rural water ecological civilization based on questionnaire survey.A questionnaire for rural water ecological civilization was designed.The content of the questionnaire involved 22 questions in 6 modules.The questionnaire was distributed and sorted according to the abundance of regional water resources.The distribution areas are mainly distributed in 8 provinces of china,including Henan,Gansu,Shandong,Liaoning,Guizhou,Guangxi,Fujian and Zhejiang.Affected by many factors such as different regions,different economic conditions,division of labor,natural endowments,etc.,the status of rural water ecological civilization presents different spatial characteristics,and it points out that there are currently three construction levels and their main distribution areas in China’s rural water ecological civilization construction.(2)Preliminary screening of evaluation indicators for rural water ecological civilization based on bibliometric methods.The bibliometrics software Cite Space was used to visually analyze the 1,102 articles on water ecological civilization collected by CNKI.Grasp the situation of China’s water ecological civilization construction as a whole,and improve the comprehensiveness and guidance of the indicators.Considering the frequency and centrality of keywords,consider the index system with "water ecology,water management,water environment,water culture,water landscape,and water security" as the first layer of the evaluation framework.In order to ensure the scientific nature of the research,at the same time,the index frequency statistics of 415 evaluation indicators in the 15 water ecological civilization evaluation index system were carried out,and 17 water ecological civilization evaluation indicators with a frequency of more than 40% were obtained.(3)The establishment of comprehensive evaluation index system of rural water ecological civilization construction.According to the current research and development progress of water ecological civilization,consider the matching and operability of the indicators.Through highfrequency statistics of key literature indicators and subjective supplementation,specific indicators suitable for rural reality were selected.An evaluation index system for rural water ecological civilization construction with a total of 21 evaluation indicators in seven dimensions of "water ecology,water management,water environment,water culture,water landscape,water safety,and regional characteristics" has been constructed.And through the analytic hierarchy process and expert consultation method,the combined weight of each evaluation index in the established index system is calculated.The index weights of the classification layer are 0.246 for water ecology,0.148 for water management,0.200 for water environment,0.088 for water culture,0.088 for water landscape,0.174 for water safety,and 0.056 for regional characteristic indicators.(4)The establishment of a comprehensive evaluation model of rural water ecological civilization.Considering that the evaluation index system includes quantitative and qualitative indexes,the qualitative indexes are processed by the method of gray system theory to obtain the gray evaluation weights of the indexes;the set pair analysis method is selected to obtain the five-element connection number of the quantitative indicators,Finally,the fuzzy comprehensive evaluation method is used to comprehensively evaluate the construction of rural water ecological civilization.(5)Comprehensive evaluation of the construction of typical rural water ecological civilization.According to the development characteristics of the region and its water ecological civilization,6 typical villages were selected for field investigation in Shandong,Guizhou,Fujian,Guangxi,Henan,and Zhejiang.Use the constructed evaluation index system and evaluation model of rural water ecological civilization construction to evaluate the current situation of typical rural water ecological civilization construction.The results show that the comprehensive evaluation scores of water ecological civilization construction in Zhuquan Village,Liyuba,Qingyuan Village,Hongyan Village,and Tangdi Village are all above 8,the level of water ecological civilization construction level is good.And in Dinghe Town,the evaluation score is 7.918,the level of water ecological civilization construction is medium.The evaluation results are basically consistent with the on-site experience,it shows that the comprehensive evaluation model of rural water ecological civilization is feasible. |
