| With the continuous expansion of the construction scale of modern substation engineering,the engineering technology and links are increasingly complex.The complexity of the construction environment and the systematization of the building paradigm put forward higher requirements for the safety risk of the construction of substation engineering.In 2019,the xinjiang power grid construction starts 8178 kva substation project,quantity is big,numerous engineering,construction safety risk control difficulty is big,and substation engineering construction technology complex,long construction period,complex surrounding environment,and the required number of professional work and construction equipment is various,involving numerous and cross each other,the grim situation of construction safety,Systematic risk identification and dynamic control of substation construction are urgently needed.In this paper,a 220 kV substation project in Xinjiang is taken as the research object,and a fixed risk assessment framework and a dynamic risk assessment model are established by Delphi method and LEC method.Taking the safety dynamic risk "human,machine,material,method and environment" as the analysis index layer,with the help of judgment matrix and consistency test,the relative weight and evaluation model of each index of the model are constructed to realize the hierarchical analysis of the construction safety dynamic risk of a220 kV substation.In the application process of the model,through collecting,summarizing and sorting out the project characteristics,surrounding environment,team capability,mechanization level,process method and other engineering characteristics of a 220 kV substation project,the design of risk identification and evaluation scheme,as well as the decomposition and definition of fixed and dynamic risk factors are achieved.First,the classification of the fixed risk management assessment level of the substation project is completed,the key link of the fixed risk management is determined,and the installation and placement of the main transformer is concluded,and the fixed risk control list is concluded.Second,with the aid of dynamic risk assessment model for human factors is the main point of agglomeration dynamic risk,but also exposed the insufficient staff awareness of risk control in the dynamic risk management,equipment management does not reach the designated position,not in time,the lack of quality information data archiving comprehensive management mechanism,to establish a dynamic risk monitoring mechanism and other issues,And in the "human,machine,material,law,environment" five aspects of risk control and management measures. |
