A Study On Performance Evaluation Of Binhai New Area In Tianjin From The Perspective Of Ecological Civilization

The 19 th National Congress of the Communist Party of China put forward that the socialist modern country we want to build is a modernization based on the harmonious coexistence of man and nature.It is not only necessary to realize the people’s growing needs for a better life,but also to meet the people’s needs for a better ecological environment with better ecological civilization achievements.In May2017,Tianjin issued the evaluation and assessment method for the goal of ecological civilization construction in Tianjin,which clearly accelerated the green development,promoted the comprehensive pollution control,carried out the action plan for the prevention and control of key air,water and soil pollution,increased accountability,and actively constructed the evaluation and assessment system for the goal of ecological civilization construction.At present,Binhai New Area of Tianjin is under the double thrust of administrative system reform and government function transformation.The goal of building a service-oriented government,an efficient government and an ecological society still needs long-term practice and exploration.Focusing on the perspective of ecological civilization,the author focuses on the analysis of the current situation and characteristics of performance evaluation in Binhai New Area,focusing on the organization,indicators,objectives and operation of performance evaluation.Different levels of people,such as Street towns,functional areas,government agencies and the general public,are distinguished,and a face-to-face performance evaluation survey is carried out by using the method of special interviews.Problems such as insufficient diversification of evaluation subjects,insufficient expansion of evaluation objects,unscientific setting of evaluation indicators,objective release of evaluation objectives and inadequate application of evaluation results are analyzed and put forward in the performance evaluation of ecological civilization in Binhai New Area It also analyzes the reasons from the aspects of people’s ideas,the transformation of government functions,the initiative of information disclosure,and the means of target motivation.Based on the above research,this paper selects Charlotte City of the United States,Fuchuan city of South Korea,Shenzhen City and Hainan Province of China for case analysis,learns from the advanced experience and practices of performance evaluation organization system,index system and operation system in different regions at home and abroad,and studies and puts forward to promote the diversification of evaluation subjects,scientifically set evaluation indicators Build an intelligent evaluation platform,strengthen inspection and supervision,and improve the performance improvement mechanism.The author takes the performance evaluation practice of Tianjin Binhai New Area from the perspective of ecological civilization as the research object,adheres to the concept of sustainable development,pays attention to the combination of goal orientation and problem orientation,strict evaluation and incentive guarantee,and enhances the comprehensiveness,scientificity and pertinence of government performance evaluation,Strive to improve the scientific level of government performance evaluation in Binhai New Area from the perspective of healthy China strategy.
