| Most of the chemicals in the chemical parks are inflammable and explosive,and extremely dangerous.Once a minor accident happens,it is easy to cause serious domino accidents.In order to reduce the hazards of accident and strengthen the ability of risk prevention and control,it is necessary for the chemical parks to make emergency preparations,especially the pre-storage of various emergency supplies.The pre-storage point serves as the supply center for emergency materials,and the choice of its location affects the availability of materials to reach the demand points before the accident spreads,thus improving the level of emergency management.Therefore,this thesis takes the hazardous chemical accident as the research background,and targets the emergency material pre-storage point of the H chemical industry park.It intends to solve the problem of optimizing the location of pre-storage point in the dual-tiered pre-storage point system including the enterprise tier and the park tier.The main tasks are as follows.First of all,the thesis sorted out the literature of the research object.It summarized the key achievements and theoretical basis in the fields of chemical emergency management,emergency material storage and emergency facility location.Then it highlighted the important role of the dual-tiered pre-storage location of emergency materials in the chemical parks for the emergency management of hazardous chemical accidents and the safety of chemical production,which led to the research target of this article.Secondly,the thesis carried out a case study on the H chemical industry park.Main problems in the risk prevention and control and emergency management of H chemical industry park include unreasonable location of the emergency material pre-storage point,poor emergency cooperation between the park and the enterprise,and the lack of emergency response of the overall optimization analysis of emergency materials.To cope with these difficulties,this thesis clarified the basic principles of risk prevention and control and the principles of emergency response.It qualitatively analyzes the business scenario,principles,key elements and optimized process for the site selection of the dual-tiered pre-storage point.Thirdly,on the basis of qualitative analysis,this thesis proposed that the pre-storage points in the enterprise tier were mainly based on safety isolation,while the points in the park tier were mainly based on efficient rescue,and the overall dual-tiered was based on the highest level of comprehensive emergency protection.According to this principle,the models of site selection of the dual-tiered pre-storage point was established and quantitively studied.This thesis uses MATLAB-YALMIP toolbox and NSGA II algorithm to get the optimized solution,and adopts TODIM method to sort the superiority of solutions in the Pareto optimal solution set,so as to provide reference for decision-makers.Finally,an example was used to verify the feasibility and rationality of the combination of the two models at the enterprise tier and the park tier,and the effectiveness and sensitivity of the solution results are analyzed.This paper contains 22 figures,19 tables and 66 references. |
