Since the Ministry of Finance issued the national strategic policy on stimulating the development of PPP,PPP projects have been encouraged to develop in China,especially in the field of infrastructure.According to the PPP platform project of the Ministry of finance,PPP projects targeting urban industrial sewage treatment account for a large proportion.Under the new development conviction that lucid waters and lush mountains are invaluable assets,the risk identification and decision-making of industrial sewage treatment PPP project is of great practical significance to support and ensure the smooth implementation of industrial sewage treatment project.By may 2021,the projects that have been put into the national PPP platform have reached the scale of billions of yuan.Under the development conditions of transformation,better risk identification and decision-making are needed for new projects.The promotion of PPP project has brought an opportunity for transformation and development to Y company,the general contractor.Y company is not only the project undertaker but also the social capital partner of PPP project in the process of transformation.Taking the sewage treatment PPP project of H Park in Anhui Province participated by Y company as the research object,this paper makes a specific and systematic analysis on the risk of industrial sewage treatment PPP project by using the method of combining qualitative and quantitative analysis,analytic hierarchy process AHP and fuzzy comprehensive evaluation FCE.Firstly,the paper systematically analyzes the mode and related theories of PPP project,so as to provide a theoretical source for subsequent risk analysis.Using the methods of questionnaire and literature research,the risk influencing factors of the sewage treatment PPP project are identified for the first time;At the same time,the project participants and professionals are consulted to screen indicators and establish a risk evaluation index system;Combined with the questionnaire survey and expert opinions,the AHP risk evaluation model is established to calculate the index weights of different levels.Then the MMULT function is used to calculate the product of fuzzy comprehensive evaluation matrix to obtain the risk grade and weight ranking table of each risk index of the whole sewage treatment PPP project;When the overall risk level of industrial sewage treatment PPP project is determined,the weight of risk indicators is estimated in an interval,and then the risk countermeasures of industrial sewage treatment PPP project of Y company are put forward.Through the combination of theory and practice,qualitative and quantitative,and integrating PPP project and risk analysis methods,this paper makes a comprehensive analysis of sewage treatment PPP project in H Park,Anhui Province,provides risk identification technology and decision support for PPP project risk management of Y company,and is also helpful to the risk identification research of similar projects.Figure 36 Table 8 Reference 83...
