At present,China is the world’s second-largest economy,the largest consumer of energy and the largest country with the highest CO2 emissions,and plays an important role in the transition from a green economy to a low-carbon economy.The Paris Agreement regulates global measures to combat climate change after 2020 climate development conference,and it emphasizes the importance of global cooperation.At the 2020 United Nations General Assembly,China,as a responsible major country,took the lead in proposing the climate action goal of "peaking carbon emissions by 2030 and achieving carbon neutrality by 2060",which embodies the responsibility of building a community with a shared future for mankind.As a developing country and a major carbon emitter,China cannot blindly pursue economic growth,nor can it manage the environment at the expense of economic development.Therefore,it is not accurate to measure China’s efforts to reduce carbon emissions with single factor indicators similar to carbon emissions,and it is more scientific to use total factor indicators to measure carbon emissions.On base of the basic theories and technological progress about low-carbon economy,this article combs relevant research literature from domestic and foreign.In the first place,we select the panel data from the year of 2008 to 2019 based on China’s 30 provinces and cities,and use the trans-logarithmic production function to calculate the biased technological progress index;secondly,use the super efficiency SBM model to calculate the regional carbon dioxide emission efficiency;finally,use the spatial production function to calculate the biased technological progress index Durbin model empirically analyzes the impact of biased technological progress on carbon emission efficiency.Empirical results show that: above all,technological progress of China has the characteristics that shows out the tend to be capitalized,the asymmetric index’s worth of biased technological progress which is on behalf of the eastern region’s outcome is really low,and at the same time,the western region’s biased technological progress shows the result that is in favor of capitalized,with significant differences;The carbon emission efficiency of different regions is obviously different,the central,western and northeastern regions,which have the contrary results,have low carbon dioxide emission efficiency.In the past few years,the efficiency of the eastern region behave much higher performance than that of other three regions;the negative impact of unilateral technological progress on the efficiency of CO2 emissions;China’s technological progress tends to capital,which is too significant.Technological progress promotes enterprises to expand production scale,thus consuming more energy and reducing carbon emission efficiency.
