Climate change is one of the most serious challenges facing all countries today.Global warming has obvious effects on the natural environment around the world and the economic development of countries all over the world, and has brought great harm to the living environment of human beings and other species. This issue has gradually attracted the attention of the international community. As the largest developing country in the world,China is also the largest exporter and carbon emitter. Therefore,China should start from its own perspective and implement energy conservation and emission reduction.Since the implementation of the reform and opening up strategy in the 1970s,China's economy has been developing rapidly with an average annual growth rate of more than 10%,which is known as the "miracle of China".But at the same time, due to rapid economic development, high energy consumption, emissions of a large number of greenhouse gases. Therefore,by studying the different industry internal technological progress and the relationship between carbon emissions, analysis of technical progress ineach industry of energy conservation and emissions reduction, reveal the industrialindustry development, capacity prediction technology progress effect of each industry to reduce carbon emissions in the future, not only in the field of industrial economy have important theoretical value, but also for the future of national industrial structure adjustment, such as energy saving and emission reduction work to provide the theoretical support, has a guiding significance. In this paper, relevant data of 35 industrial industries in China from 2003 to 2015 were selected, and the carbon emission efficiency of each industrial industry was calculated by using sbm-dea model. Then,a panel data model of technological progress and carbon emission efficiency was established, and the relationship between technological progress and carbon emission efficiency was analyzed in depth, and the following conclusions were drawn:(1)The ratio of coal consumption to total energy consumption is negatively correlated with carbon emission efficiency.Overall, for every 1%increase in coal consumption, the carbon emission efficiency decreased by 1.05%.The electricity, gas and water production and supply industries are sensitive to changes in coal consumption.(2)The ratio of sales revenue of new products to total sales revenue is positively correlated with carbon emission efficiency.Overall, for every 1%increase in the sales revenue of new products, the carbon emission efficiency increased by 9.38%.The electricity, gas and water production and supply industries are sensitive to changes in the proportion of new products.(3)The proportion of enterprises with scientific research institutions to all enterprises is negatively correlated with carbon emission efficiency.Overall, for every 1%increase in the proportion of enterprises with scientific research institutions, the carbon emission efficiency decreased by 0.29%.Among them, the manufacturing industry is sensitive to the change of the proportion of enterprises with scientific research institutions.(4)The number of patents applied is positively correlated with the carbon emission efficiency.Overall, the carbon efficiency increased by 3.03%for each additional patent application.Among them, the production and supply of electricity, gas and water are sensitive to the changes in the number of patent applications.(5)It can be seen that the ratio of sales revenue of new products to total sales revenue has the greatest impact on carbon emission efficiency, whether analyzed from the industrial sector as a whole or by different categories. It can be seen that in order to improve the carbon emission efficiency, the research and development should be strengthened to increase the proportion of new products.
