| Since the reform and opening up,the social economy has developed rapidly,and the living standards of residents have been continuously improved.However,there has been a large increase in the amount of urban domestic garbage and an increase in types of garbage.Since there is no matching urban garbage classification and treatment system,when the amount of garbage in the city reaches a limit that it can bear,it will fall into the dilemma of "garbage siege".This not only affects the sustainable development of the city,it violates the concept of ecological civilization development,and may even cause major social problems and social conflicts.How to effectively treat urban domestic waste has become a problem that must be faced and urgently solved in our urban development.In June 2000,my country selected eight cities including Hangzhou,Beijing,Shanghai,Guangzhou,Nanjing,Shenzhen,Xiamen,and Guilin as the first batch of pilot cities for testing waste sorting,but there are laws and regulations for the government-led lump-sum waste sorting and treatment method.Incompleteness,insufficient capital investment,imperfect collection and transportation system,lagging in the construction of terminal treatment facilities,and low operational efficiency.Therefore,the market-oriented reform of waste sorting management has become an inevitable trend.This article uses literature research,case studies,comparative analysis and other methods,based on related theories such as public goods and public governance,and selects Xiaoshan District,Hangzhou City to use market-oriented operations in the four links of garbage classification as a research sample to analyze its innovation.On the basis of analyzing the existing problems and reasons,we can learn from the experience of foreign municipal solid waste treatment,and put forward suggestions and strategies to improve the marketization of municipal solid waste classification and treatment in our country.In the process of market-oriented operation of domestic waste classification and management,the government needs to change roles,play the role of guidance and supervision,improve the legal and regulatory system,build a marketization led by the government,and enterprises as the main participants,and actively introduce social forces to participate in waste classification management,To promote the formation of the entire industrial chain of the waste sorting and treatment market,and to promote the rapid development of waste sorting-related industries. |
