Research On The Strategy Of Social Organizations Participating In Environmental Governance From The Perspective Of Green Development

China has entered the 13 th five-year plan period in the process of transforming from high-speed growth to high-quality development.With the steady growth of GDP and vigorous development of various undertakings,the following problem is that the environment is being destroyed unprecedentedly.For this,the task of zoology environment construction is very arduous.In the report of the 19 th CPC national congress,it provided practical approaches and basic guidelines for strengthening ecological civilization construction,and pointed out that efforts should be made to promote green development,build ecological civilization,and form a resource-conserving and friendly spatial pattern,industrial structure,mode of production and way of life.At the same time,the report also included social organizations into the development pattern of top-level planning for the first time,which pushed the focus of social governance to gradually move down to the grassroots level,gave play to the ability of social organizations to provide public services,and realized a harmonious social atmosphere with the government as the main body,social participation in regulation and residents' autonomy.Then it also leads to the topic of this paper,in the context of green development,to explore the social organizations involved in the governance of environmental issues.Ecological environment protection is a basic content of government function.In response,the ministry of ecological environment was set up in the new round of institutional reform.However,due to the increasingly serious environmental pollution and the excessive consumption of resources caused by the rapid economic development,environmental protection is not a long-term and complex project that can be solved overnight by the government alone.Therefore,on the one hand,the government should constantly adapt to the development of The Times,innovate social governance mode and transform its functions.On the other hand,social organizations should constantly optimize their functions,release their vitality and contribute to China's environmental protection and governance.Based on the "green development horizon,social organizations involved in environmental governance countermeasure research",in combing the domestic and foreign scholars in the field of literature,on the failure theory,governance theory,new public service theory and management theory as the foundation,and combining with the current policies and measures taken in the development of social organizations in our country,comprehensive analysis of the current social organizations involved in environmental governance in the limit.This paper summarizes the experience of social organizations in western developed countries in participating in governance,and combined with China's actual national conditions,puts forward some preliminary Suggestions on the development of social organizations' governance ability from three aspects: government dimension,social organizations' own dimension and social dimension.
