In China,the state-owned enterprise is an important pillar of the national economy,which has ascendancy in the major industries and key fields that are vital to the national security and the lifeblood of the national economy.In order to achieve high-quality development of national economy,the state-owned enterprises must stay in the forefront of the times,carry out system reform and mechanism change,promote industrial transformation and upgrading,and resolve the outstanding problems affecting development,so as to improve the overall performance of company.In addition,As a large central enterprise,the leadership of the CPC is the root and soul of the state-owned enterprises,we must unswervingly uphold the Party’s leadership over the state-owned enterprises.Therefore,the performance management system designed combined with the actual situation of state-owned enterprises must allow full play to the leading and political core role of the party organization of state-owned enterprises in "directing,managing the overall situation and ensuring implementation" to solve the outstanding problems of low operating efficiency in the state-owned enterprises.The research object in this paper is the performance management system of YB Company.This paper combines some advanced performance management research literature at home and abroad with experience of benchmarking enterprises.Literature analysis,investigation,interview and other research methods are used in this paper.And based on the process method of IATF 16949 quality management system,using balanced scorecard,KPI and other tools,this paper scientifically and innovatively set up company level KPI and general process indicators,and determined department level KPI through active undertaking and decomposition.Based on the investigation and research of YB company’s performance management,this paper analyzes the main problems and their reasons.Meanwhile,it optimizes the performance management system of YB by introducing Ford QOS performance management method and using the process method of IATF 16949 quality management system.Firstly,establish the principle of performance management system optimization,that is to say strategy guidance-party construction command-process undertaking-target landing’;Besides,according to the internal and external environment changes,considering our own reality,determine the optimized strategic undertaking,draw a strategic map,identify the core operation process,and then output the company’s annual operation targets and annual indicators of each department;Furthermore,it sets performance management measures and maintain performance operation notice board and some others measures to analysis,evaluate and improve performance management system.Finally,it summarizes the organizational,leadership,cultural strength and methods as four factors of the performance management system successful operation,and draws some conclusions of this research.This study proposes an effective tool to ensure the implementation of the strategy,the performance management system of YOS.In addition,a comprehensive operation mechanism and safeguard measures of performance management system have been made,which is of great significance for YB Company to improve its operation and management level and enhance its competitive advantage in the industry.Hoping it can bring some inspiration and certain reference to the performance management of state-owned manufacturing enterprises.
