Study On Management System Reform Of Hydraulic Engincering In The Sixth Division Of Xinjiang

The special geographical environment and historical human factors in Xinjiang make hydraulic engineering the primary factor in economic and social development.The Sixth Division of Xinjiang has sufficient sunshine and abundant heat,but hydraulic engineering isfacing tremendous challenges,such as scarce precipitation and strong evaporation.The development of management system of hydraulic engineering is the lifeblood of sustainable development of economic and society in the Sixth Division of Xinjiang,and furthermore the management system is the key to the development of hydraulic engineering.Therefore,study on management system reform of hydraulic engineering in the Sixth Division of Xinjiang is not only theoretical significance but also helpful to provide reference in practice for building mechanism of sustainable and efficient management system,promoting the process of modernization of hydraulic engineering and proving guidance for the construction of hydraulic engineering.This paper uses the literature research method,data collection method,case analysis method and practical problem analysis method.Through the research on the status of hydraulic engineering and management system of the Sixth Division of Xinjiang,the related reform methods of management system of hydraulic engineering are proposed(1)According to the investigation of the status of management system of hydraulic engineering,the Sixth Division public welfare and operational hydraulic engineering were analyzed.The management agency of hydraulic engineering in the Sixth Division is grading and miscellaneous,and there are many management personnel.The operating expenses of water supply units in agricultural water fee collection and expenditure account for a relatively large proportion(2)The management system of hydraulic engineering in the Sixth Division is different from other irrigation districts in the country,mainly including the water conservancy project management system,management scope and agricultural water price.Through investigation and calculation,it is found that there are four problems in the management of the Sixth Division hydraulic engineering,including the unfulfilled functions of the group,the difficulty in docking the management system,the higher agricultural water price and the excessive management personnel(3)In order to ensure the sound development of irrigation districts and the sustainable use of water resources,the management system was reformed with the objectives of "Implementation and Separation"The reform involves strengthening administrative management,establishing management stations,advancing water price reform,and implementing the management system reform of hydraulic engineering and management risk assessment,providing a theoretical reference for the future management of hydraulic engineering in the Sixth Division of Xinjiang.
