| Since the founding of new China 70 years ago,Great achievements have been made in China’s economic and social development.Transportation should take the lead in economic development.With the continuous extension of the national road network system,the road transportation market becomes more active.The difficulties and problems in the field of road transport are also testing the governance capacity and level of the government.In order to pursue higher profits,some freight practitioners do not hesitate to violate the law and overload transportation.Although the large-scale long-distance over-limit and overload transportation has been effectively curbed after centralized control,it can be seen from the investigation that the over-limit phenomenon is still very common in some important road sections,especially at night,and the over-limit and overload management of road freight vehicles is still a major problem in the government’s public management.Taking Dezhou City as an example,this paper collects data by means of case interview and field investigation.Through the research on the governance of overload of highway freight vehicles,it deeply analyzes the prominent difficulties and causes of the current governance,and on this basis,puts forward suggestions for improvement.Through investigation and research,the paper found that: at present,some achievements have been made in the governance of overload,the organization system of government led and department linked has been initially established,the overload detection stations distribution has been gradually improved,the source governance work has been explored,the associated law enforcement are get achievement,and the freight market governance has been gradually standardized.However,it is still faced with many outstanding difficulties,such as the repeated prohibition of overloading,poor governance effect,long road routes,limited law enforcement force,difficult to normalize the implementation of joint law enforcement,the existence of blind areas in rural roads,serious short-distance over limit transportation,and many difficulties in the implementation of forced unloading.Through the analysis,it is found that the responsibility of law enforcement personnel is not implemented in place,the source control takes the form,the road enforcement means are inefficient,the market main body is scattered and the degree of organization is low.Starting from the synergy govern theory,thispaper proposes that starting from the three aspects of government,market and society,we should not only strictly implement the responsibility of the government as the main body,adhere to the rule of law,and innovate the means of governance,but also speed up the improvement of the credit system of the road transport market,accelerate the transformation and upgrading of the freight industry,and take advantage of industry associations and the public,so as to form strict government control,industry self-discipline,social participation and synergy governance. |
