Reserch Based On Game Model Of Governance Contermeasures Of Highway Overload And Over-limited Transportation

Transportation is important for national economy, society and politics. As one of five transportation ways, highway has brought out economic and social benefit for the development of the society. While highway base installation is consummate and transportation services are improved, overload and over-limited transportation, illegal phenomenon, arise at the same time. Overload and over-limited transportation results in the highway's and bridge's great damage, and greatly threatens people's lives and properties, and brings about abnormal transportation market, and also makes bad influence to the environment.Governance of overload and over-limited transportation has become a central issue and difficulty nowadays. The aim of governance is to establish a standard regulated market for highway transportation, and to safeguard transportation installation in good condition, and to ensure the safety of people's lives and properties. As a frontier province, Yunnan lacks of diverse ways of transportation. Highway transportation is the main way. Because of the low-grade of highway, Yunnan is suffering calamities by overload and over-limited transportation. It's an urgent need to establish effective reasonable governance countermeasures for the government of Yunnan.From the view of public management, and on the analysis of the externality of overload and over-limited transportation, a structure model for overload and over-limited transportation and it's governance system is presented in this paper; on the analysis of the damage of overload and over-limited transportation and it's reason of emergence, a game model of public management department, transportation market, and overload and over-limited transporters is presented, and their relationship are given. Then the game model is resolved and analyzed. The analysis shows that the ideal status which means no overload and no over-limited transportation and no need of governance of government can't exist in current circumstance. Normal transporters are prone to overload and over-limited transportation so as to make self benefit maximize; the government control the low rate of overload to the greatest extent by effective governance so as to make social benefit maximize.In the end, data about over-load and over-limited transportation of Yunnan Province are selected; these data are used in the game model and calculated, and then the data intervals of each Nash equilibrium are given. Based on the analysis results, specific feasible governance countermeasures for overload and over-limited transportation, which are applicable to Yunnan Province,are presented.
