Facing the increasingly exhausted energy and increasing urban pollution,all countries in the world are actively seeking the road of green and sustainable development,on the other hand,as a strategic emerging industry,new energy vehicles are of great significance for all countries to occupy the commanding height of a new round of industrial revolution.China has raised the development of new energy automobile industry to the height of national strategy,the report of the 19th National Congress of the Communist Party of China also proposes to promote manufacturing industry to the middle-high status of the Global Value Chain,and pushing China to transform from a manufacturing country to a manufacturing power.However,as the pillar industry of manufacturing industry,the automobile industry has been blocked in the low-end of the value chain by developed countries for a long time,and lacks the right to speak in the global trade.In order to occupy a favorable position in the new round of industrial revolution,it is necessary to have a clear understanding of the competitiveness of China’s new energy automobile industry in participating in global trade,and then point out the direction for improving the competitiveness of China’s new energy automobile industry.In order to realize the corner overtaking of China’s automobile industry,in the context of trade globalization,based on the theory of Global Value Chain,this paper combined the importance of government support for the development of new energy automobile industry at this stage,combining qualitative index with quantitative index,an evaluation system including five links of policy,R&D,production,sales and after-sales is constructed.The weight of specific secondary index is determined by subjective and objective weight method combining AHP and entropy method.On this basis,the cloud model is introduced to solve the fuzziness and complexity in the process of competitiveness evaluation,so that the evaluation results are more in line with the objective reality.Therefore,based on the evaluation method of combined weight-cloud model,this paper makes an empirical analysis on the competitiveness of new energy automobile industry in China,the United States,Japan,South Korea and Germany.The results show that the comprehensive competitiveness of China’s new energy automobile industry is in the third place,which has surpassed South Korea and Germany,only next to the United States and Japan,and initially has the potential to overtake cars in corners.However,the development of each link in the value chain of China’s new energy automobile industry is not coordinated,the sales link has absolute competitiveness,the policy link and the after-sales link also have certain competitiveness,while the R&D link and the production link have poor competitiveness.Therefore,in order to enhance the comprehensive competitiveness of China’s new energy vehicle industry,it is necessary to optimize government policies,strengthen the competitiveness of China’s new energy vehicles at the back end of the value chain,enhance the competitiveness of R&D and production links,and formulate a package of policy tools covering R&D,production,sales,use,infrastructure,services,business models and other aspects to promote prices coordinated development of all links in the value chain will eventually realize the "corner overtaking" of China’s new energy automobile industry.
