Research On Countermeasures For Dangerous Goods Transportation Of Dalian Railway

The transportation of railway dangerous goods accounts for about one-tenth of the total railway freight.Due to the special nature of dangerous goods,the supervision of railway dangerous goods transportation has always been the top priority of railway department management.Since 2013,the Ministry of Railways "separation of government and enterprises",the supervision of dangerous goods has changed from the Ministry of Railways to the state railway administration.While the supervision subject has changed,the participation of third-party organizations has been introduced.In terms of supervision mode,the Ministry of Railways has become the dominant one and has become the coordinated supervision of the National Railway Administration,the Railway Corporation and the third-party organizations.This paper takes Dalian railway dangerous goods transportation supervision as the research object.On the basis of summarizing the existing literature research results,through questionnaires,interviews and other methods to obtain first-hand data,combined with the existing statistical data,the problems existing in Dalian railway dangerous goods transportation supervision are analyzed and summarized,the causes of the problems are found out,and practical improvement countermeasures are put forward.The main contents are as follows:The first part introduces the background and significance of railway dangerous goods transportation supervision,the research status at home and abroad,and puts forward the research contents,methods and technical routes.The second part introduces the current situation and investigation of Dalian railway dangerous goods transportation supervision,and analyzes it from three aspects:system,upper-level method and accident investigation.Then,aiming at the current situation of Dalian railway dangerous goods transportation management,it looks for the main problems existing in Dalian railway dangerous goods transportation supervision through field investigation,questionnaire and interview.The third part introduces the analysis and summary of the problems existing in Dalian railway dangerous goods transportation supervision,and finds out the three main problems existing in the current supervision:there is a lack of integration between railway supervision and local supervision on the transport of dangerous goods,a lack of supervision among enterprises involved in the transport of dangerous goods,and an imperfect supervision system among enterprises involved in the transport of dangerous goods.At the same time,the existing problems and their causes are analyzed in depth.The fourth part is to rectify the existing problems and causes of railway dangerous goods transportation supervision,This paper puts forward targeted countermeasures and suggestions in line with the current situation of railway dangerous goods transportation,which are mainly divided into three aspects:the supervisionmode of railway dangerous goods transportation is in line with local supervision,the third party management mechanism of railway transport of dangerous goods should be optimized and a new form of self-regulation should be established.It is feasible and of practical significance to put forward specific measures.
