Research On The Safety Supervision Method Of Railway Dangerous Goods Transportation Based On Enterprise Rating

For a long time,the safety of dangerous goods transportation was managed and supervised by the Ministry of Railways in China.With the deepening of the national railway reform,the Ministry of Railways was revoked;the National Railway Administration and China Railway Corporation were established.Since the original railway dangerous goods management system has changed,railway dangerous goods transportation has appeared new conditions and problems.Base on this,this thesis studies the safety supervision method of railway dangerous goods transportation,puts forward the supervision method of enterprise rating,complements the current supervision and inspection method,and provides a new way for the study of railway dangerous goods transportation safety.The main results of this thesis are as follows:First of all,through the analysis of the two concepts of railway dangerous goods and government supervision,summed up the definition of railway dangerous goods transportation safety supervision,and the characteristics,subject,object,basis and difficulty of railway dangerous goods transportation safety supervision are defined.This thesis also analyzes the concept and method of enterprise rating,and puts forward three kinds of enterprise rating methods.Secondly,based on the statistics of 124 railway dangerous goods transportation accidents,this thesis study the inherent law of the accident.The fault tree analysis method is used to build the fault tree,through the research on the structure importance,the basic events affecting the largest of the top events,these events are the weak link in the regulatory system.The game theory is used to study the mixed strategy Nash equilibrium point of regulatory authorities and transportation enterprises,which provides the theoretical basis for the change of regulatory strategies.Thirdly,according to the conclusion of the previous research,the thesis defines the concept of railway dangerous goods transport enterprise rating.Based on the characteristics of the high dimensional data of the rating index,this thesis puts forward the idea of constructing the model of reducing dimension,sorting and grading,builds an enterprise rating model based on projection pursuit and agglomerative hierarchical clustering is proposed.In order to solve the problem that the projection index function is too experienced,this thesis puts forward the enterprise rating model based on the projection pursuit K-means dynamic clustering.Finally,the empirical study on 126 special railway lines shows that the model is reasonable and effective.And the comparison result of two rating model shows that the latter rating effect is more effective.The results were applied to the actual supervision and inspection work,to solve the problem of lack of regulatory power.
