The Evaluation Of Development Index And Research On High-quality Development Strategy Of Dongguan Town

Since the reform and opening-up,the development of small towns and the construction of the urban pattern of coordinated development of large,medium and small cities and small towns have always been an important content and policy guidance of urbanization in China.However,compared with the expectation,the actual effect and quality of small towns development in China are not significant,and there are many problems.It is pointed out in the report of the 19th National Congress of the Communist Party of China that China’s economy has shifted from a stage of high-speed growth to a stage of high-quality development^[1].This means that China has entered a new period of innovative development,transformational development,and improved quality and efficiency.The development stage and development ideas have undergone major changes.It also means that small town development is also facing new development backgrounds,development situations and development requirements.To plan the development of small towns in the new era,it is necessary to take the new development concept as the development goal and development guidance,so as to solve the development problems,fill in the development shortcomings,enhance the development momentum,and plant the development advantages^[2].The high-quality development of small towns emphasizes the improvement of quality and the enhancement of efficiency,which is consistent and synchronous with the new development concept.The realization of innovative,coordinated,green,open and inclusive development.is not only a profound connotation of high-quality development,but also the proper meaning and the only way of high-quality development.Concerning the implementation of the new development concept to the operational level of the development of small towns,first of all,it is expected to solve the cognitive problem of the development level of small towns,that is,to assess the development index of small towns,which is an indispensable part of small town development.Based on the evaluation results of small town development index,the planning management department of small town can establish the baseline of small town development index that changes with time,the weak links and elements in the process of small town development can be identified by monitoring the dynamic change of small town development index,and the high-quality development strategy of small town can be formulated in line with the existing problems.The evaluation of small towns development index requires a corresponding theoretical model,and the construction of the theoretical model requires different levels of elaboration and structural analysis for small town high-quality development,and the evaluation of small towns development index.Based on the theoretical research of small towns development,five principles of development and high-quality development theory,it points out the applicability and necessity of applying the“five principles of development”to the evaluation of the development index of small towns,that is,it is feasible and necessary to lead the high-quality development of small towns with the“five principles of development”.Moreover,on the basis of the structure of high-quality development theory,the constituent elements of high-quality development of small towns are divided into five aspects:innovative development,coordinated development,green development,open development,and inclusive development of small towns.The development and construction of small towns is based on the development of small towns in the traditional sense,and guides and launches small town construction activities from the above five aspects,which is a dynamic and systematic process.The evaluation of small towns development index requires to start from the above five dimensions,by means of the principle of scientific index selection,it is transformed into a series of quantifiable and specific that can reflect the fundamental characteristics of high-quality development of small towns.Based on relevant theoretical analysis,this paper initially establishes an evaluation indicators system of small towns development index.In order to overcome the subjectivity and arbitrariness of the selection of evaluation indicators and ensure the scientificity,accuracy and relevance of the evaluation conclusions,the paper first deeply studies the particularity and relevance of the evaluation index system of the Dongguan town development index and analyzes the development characteristics of Dongguan town.By means of the frequency analysis of related indicators,gray correlation analysis,regional targeted analysis of Dongguan,questionnaire survey,Delphi and other methods,the indicators were revised and filtered from different dimensions in multiple rounds,and finally a set of evaluation system for small town development index is built,which contain5 first-level indicators,15 second-level indicators,30 third-level indicators,and 47measurement indicators,and the reliability and validity of the index has been verified to ensure that the evaluation results can objectively and truly reflect the high-quality development level of small towns.This paper adopts the APH and Entropy in the evaluation index weighting algorithm,which can combine subjective evaluation with objective evaluation,effectively avoid subjective errors,thereby ensure to carry out scientific and effective comprehensive evaluation for high-quality development level of small towns.And the evaluation results are used as the decision-making and strategic support for high-quality development of small towns.This paper takes Dongguan town as an example to conduct a comprehensive evaluation of the Dongguan town’s high-quality development index in 2018,display,summarize,and analyze the evaluation results and development characteristics,and perform index correlation analysis,cluster analysis,and spatial correlation analysis on the evaluation results;finally,based on the evaluation index system and evaluation results of the Dongguan town development index,it proposes the high-quality development strategies development paths and control mechanisms for Dongguan town,so as to guarantee that Dongguan town can occupy new commanding heights and niche with high-quality development in the era of globalization 4.0.
