| With the advancement of regional coordinated development strategies,more and more cross-regional infrastructure projects have been invested in construction to strengthen interregional economic ties.Since 2003,China has significantly accelerated the construction of railways,especially high-speed railways.Major trans-regional projects often involve coordination and cooperation between regions and benefit distribution,which can easily cause cross-regional conflicts.The same is true for the construction and operation of high-speed rail projects.More than ten years of high-speed rail construction and development,the "high-speed rail battle" caused by the high-speed rail alignment and station establishment has occurred in many places in the country,and the conflicts have intensified,increasing the difficulty of high-speed rail cross-regional governance.Based on this background,exploring the evolution mechanism of the "high-speed rail battle" and proposing corresponding countermeasures will help solve the problems of government governance in high-speed rail projects.The paper firstly carried out a three-layer decoding analysis on the typical case of the "high-speed rail battle" through grounded theoretical methods,and identified five major influencing factors such as anti-neighborhood avoidance complex,grassroots mobilization,decision-layer response strategy,and external situation.The "environment-psychology-behavior" abstracts the three core influencing factors of the "high-speed rail battle" evolution and constructs a conceptual model of the "high-speed rail battle" evolution influencing factors.Secondly,combined with the social movement theory,social risk theory and other qualitative explanations of the mechanism of the three influencing factors and the construction of a static structural model of the "high-speed rail battle" evolution,the structural equation model was used to verify the theoretical assumptions of the evolution mechanism The general law of the evolutionary mechanism of the "combat war".Then,using the group case method and the inductive deduction method,the five-stage evolution process of the " high-speed rail battle " from the potential risk stage to the public crisis quelling was analyzed from a macro perspective.It summarizes the multiple types of evolutionary paths of the "high-speed rail battle" and completes the deconstruction of the "high-speed rail battle" from cases to event chain nodes.Constructing a dynamic process model for the evolution of the "high-speed rail battle" is helpful for a more comprehensive understanding of the entire process of the "high-speed rail battle" evolution.Finally,based on the "social risk-public crisis" comprehensive analysis framework and integrated governance theory,the "high-speed rail battle" cross-regional negotiation and full-process governance ideas were determined." high-speed rail battle " integrated management strategy.The thesis introduces the system analysis framework of "social risk-public crisis",through theoretical analysis,model construction and case studies,etc.it deeply analyzes the static and dynamic evolution mechanism of "high-speed rail battle",and comprehensively understands "high-speed rail battle" The evolution process has provided important guidance and reference for the comprehensive and all-round governance strategy of the "High Speed Rail battle". |
