Study On The Planning Of Community Servicecomplex From The Perspective Ofcommunity Governance

Urban community,as the basic unit of social life and social governance,provides the basic place for urban residents’ daily life.With the transformation of national development mode and the promotion of new urbanization,the importance of community is increasingly prominent.In the new era,community governance provides methods for community development.Community service,as an important part of community governance,has a significant impact on people’s quality of life.To cope with the practical dilemma that the allocation method of community service resources is difficult to adapt to the growing community service needs of residents,the paper proposes an innovative concept of " Community Service Complex",aiming to build an innovative planning method of " Community Service Complex Planning " based on the summary of relevant national policy requirements and domestic planning practice experience,so as to provides new ideas for the allocation of community service resources in the context of community governance.Firstly,the paper points out that the current community service facilities planning is inadequate in responding to the increasing service demand and changing demand characteristics of residents,and clarifies the urgent need to improve the planning methods.By combing the extensive planning practice aiming at improving community service in China,this paper summarizes the planning trend of "concentrating community-level service facilities and forming an integrated service center".Furthermore,the innovative concept of "community service complex" is put forward,that is,"a complex built for the community based on the dynamic development of service demand from the perspective of community governance,which integrates the community service resources efficiently and forms a service mechanism coordinated with the space resources".And through the "community service complex planning research" to explore the overall optimization of land use planning methods.The paper further clarifies the research concept and relevant relationship of "community governance,community service and community service facilities" through literature review,outlines the evolution process of community development and planning of community service and service facilities in China,and clarifies the core concept,working mechanism of community governance and the connotation expansion and development requirements of community service under the governance background.Through literature research and case study,this paper summarizes the planning experience of western community center,Singapore neighborhood center and community center,Suzhou Industrial Park neighborhood center,Tianjin Eco-City Community Center,Hangzhou neighborhood center,Chengdu Community Complex.The core content of this paper is the discussion of the planning method of community service complex.In this paper,the core issues of planning are summed up into three aspects: the composition of complex,planning structure and operation mechanism,and the corresponding planning strategies and methods are provided."Composition of complex" focuses on "functional composition,spatial composition and division of service units".It discusses the composition of complex to meet the needs of residents’ service and community governance."Planning structure" focus on "planning structure of complex,coordination and unity of complex and urban functional system",exploring the ideal mode of community service complex planning,to realize the construction of comfortable community life circle with the community service complex as the core by organically integrating into the urban public space element system,and to form an innovative planning mode of the city system with "multi-center community governance and service structure"."Operation mechanism" focuses on "response to community governance policies and summary of relevant practice cases" to explore the participation role and function mechanism in the whole process of " planning,land development,construction,service " of community service complex.On the basis of the completion of the theoretical construction,the paper takes the project of "Research on the layout of community homes in Cuiyun District,Yubei District,Chongqing" as an example to illustrate the practical application based on local characteristics.At the end of the paper,it summarizes the lack of research,and puts forward the prospect of further research on the evaluation method of service benefit and the applicable mode of community service complex planning in urban built-up area.
