At signalized intersections with high pedestrian flows,traffic conflicts easily happended between pedestrians and motor vehicles,so the safety problems of pedestrian crossing the intersections need to be solved.In order to solve this problem,the exclusive pedestrian phase can be set at the signalized intersection which could eliminate the conflicts between people and vehicles fundamentally and improve the safety level when pedestrian crossing road.Due to the unique advantages of the exclusive pedestrian phase,more cities begin to set the exclusive pedestrian phase at the signal intersection with dense pedestrian,which has achieved a good effect.However,there is no uniform industry standard for reference on the conditions of exclusive pedestrian phase setting,so it is very important to study it.Firstly,this paper analyzing from macroscopic perspective,combined with the overall urban planning and regional land use properties to determine the division principle of the area,considering the land use and traffic of the area where the intersection is located,an evaluation system for the phase suitability of pedestrian special signal in the area is established,and the evaluation process are explained through analyzing examples.Secondly,this paper analyzes the motor vehicle characteristics,pedestrian characteristics and pedestrian-vehicle conflicts characteristics in intersections.Through the field survey and data statistics of typical signalized intersections,the Raff method is used to obtain the critical crossing gap: when the pedestrian and the left-turn vehicle conflicts,the value is 3s,when the pedestrian and the right-turn vehicle conflicts,the value is 4.3s.Taking the number of pedestrian and vehicle conflicts as the evaluation index of traffic safety and the delay of pedestrian and vehicle as the evaluation index of traffic efficiency.Comprehensively consider the traffic safety and efficiency of intersections,establishs a comprehensive index evaluation model for intersections.Based on this,for two-phase intersections,calculate the comprehensive evaluation index value ofpedestrian intersections before and after setting the exclusive pedestrian phases under different traffic flow.According to the change of the index value,the traffic flow conditions for setting pedestrian-specific phases are given:Motor vehicle saturation≥0.7,pedestrian flow at a single corner ≥600 people/hour,and both the ratio of left and right turn of motor vehicle is not less than 0.2.
