| After the decoupling policy is fully implemented,the government-run industry associations have lost the escort of government departments,how do they obtain the resources needed for organizational development and achieve autonomous development? This article selected Construction Industry Association in G Province as a research case.Through in-depth interviews and participatory observations,it had been found that the organization had achieved autonomous operation.As a government-run industry association,it faced a series of challenges in the process of transforming to achieve autonomous development.Through its active action,specialized measures and standardized operation,the organization had achieved identity autonomy,governance structure autonomy and functional autonomy.However,the Construction Industry Association in G Province was faced with multiple institutional logics after decoupling,and why the measures it had taken had enabled the organization to achieve autonomous development ? Through further analysis,it was found that the action measures of the Construction Industry Association in G Province corresponded to the Institutional Logic of Good Governance,Market Efficiency and Social Legitimacy.In the process of interaction with the government,the market,and the society,the organization had mastered the key resources needed for organizational development: legal resources and efficiency resources,which laid an important foundation for the organization’s autonomous development,and made the association neither fall into the “member logic” nor re-attach to the government,but mediate with the government and the market as an independent social subject,and autonomous development has achieved. |
